HomeMy WebLinkAbout0365NORDINANCE NO. 365 (NEW SERIES) AN ORDINANCE OF 'ME CITY OF SAN LUIS OBISPO AUTHORIZING A CONTRACT BETWEEN THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO AND THE BOARD OF ADMINISTRATION) CALIFORNIA STATE EMPLOYEES' RETIRE[vTENT SYSTEM, PROVIDING FOR THE PARTICIPATION OF SAID PUBLIC AGENCY IN SAID STATE EMPLOYEES' RETIREMENT SYSTEM, VIKING ITS EMPLOYEES MEhOERS OF SAID SYSTEM, AND DECLARING THIS ORDINANCE TO BE AN EMERGENCY ORDINANCE. BE IT'ORDAINED by the Council of the City of San Luis Obispo, County of San Luis Obispo, State of California, as follows: Section 1. That a contract is hereby authorized between the City Council of the City of San Luis Obispo and the Board of Admin- istration, California State Employees' Retirement System, a copy of said contract being attached hereto marked Exhibit "A" and by such reference made a part hereof as though herein set out in full. Section 2. The Mayor of the City of San Luis Obispo is hereby authorized, empowered, and directed to execute said contract for and on behalf of said Agency. Section 3. This ordinance is hereby declared to be an emer- gency measure necessary for the preservation of the public health and safety, and shall take effect and be in force from and after its final passage and adoption. The following is a specified statement showing the urgency of this ordinance: That the actuarial survey, financed by City funds, was calculated on the basis of July 1, 1952, as the effective date of the contract with the California State Employees' Retirement System; that the Attorney - General of the State of California has advised that the ordinance adopting said contract must become final on or before July 1, 1952 to allow participation as of that date; that all preparations have been made to have said contract go into effect on July 1, 1952; that certain of the City employees are over the age of retirement and because of health or -1- other reasons which interfere with the efficiency of their work should be retired at the earliest possible date; that, furthermore, it is expedient that retirement contract be commenced with the beginning of the City fiscal year on July 1, 1952, for budgetary and other administrative reasons. Section 4. This ordinance, together with the Ayes and Noes, shall be published for two days before its final passage in the Telegram - Tribune, a daily newspaper printed, published and c=irculated in said city.
