AN INTERIM URGENCY ORDINANCE AMENDING THE
MUNICIPAL CODE TO PROVIDE ADDITIONAL
REGULATIONS FOR SIGNS AS RELATED TO VARIOUS
LAND USE ZONES, REQUIRING USE PERMITS FOR
VARIOUS SIGNS, AND ORDERING THE TIMELY
ADOPTION OF-NEW SIGN REGULATION PROVISIONS
FOR THE MUNICIPAL CODE.
WHEREAS, this Council has previously enacted urgency sign regulations pending
City consideration of ordinance amendments to provide comprehensive sign regulations;
and
WHEREAS, said urgency ordinances, after extension, expired January 7, 1977; and
WHEREAS, the zoning ordinance amendments to provide a comprehensive sign
ordinance are still being reviewed by sign user groups; and

WHEREAS, Section 65858 of the Government Code anticipated a maximum moritorium
period of two years; and
WHEREAS, this Council finds it necessary and appropriate for the protection
of the public safety, health and welfare to provide interim regulations to assure
that no signs are permitted pending the adoption of the new regulations which
may be contrary to said regulations.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of San Luis Obispo
as follows:
SECTION 1. Pursuant to the provisions of Government Code Section 65858,
Municipal Code Section 9200.16 A(6) of the City's Zoning Regulations, entitled
"Signs," is hereby amended on an interim urgency basis to supersede all other
Municipal Code provisions which may be in conflict herewith, as follows:
"6. SIGNS: Signs may be erected in any district subject to the limitations
of the Sign Regulations and subject further to the following specific
limitations:
(a) Signs Requiring Use Permit Approval
Signs under the following categories may be permitted subject to the
issuance of a Use Permit pursuant to the provisions of Municipal Code
Section 9200.17: 0 696

(1) R -1, R -2, R -3, R -H, and R -0 Zones:
Free standing signs.
Signs exceeding ten (10 square feet in area.)
(2) R -4 and R -C Zones:
Free standing signs.
Rotating signs.
Interior illuminated signs.
Roof signs.
Signs exceeding 50 sq.ft. in area.*
Signs exceeding 14 ft. in height.
(3) C -N Zone:
Shopping center identificatiwstgns:
Free standing signs.
Roof signs.
Signs exceeding 100 sq.ft. in area.*
Signs exceeding 14 ft. in height.
(4) C -2 Zone:
Shopping center identification signs.
Free standing signs.
Roof signs.
Projecting signs.
Signs exceeding 100 sq.ft. in area.*
Signs exceeding 14 ft. in height.
(5) C -H and M Zones:
Shopping center identification signs.
Free standing signs.
Signs exceeding 100 sq.ft. in area.*

Off -site signs.
*Limitation applies to the total aggregate area of all signs.
(b) All Other Signs - Height and Area Restrictions.
Signs not requiring a use permit under the preceding section may be permitted
subject to the following limitations:
(1) R -4 and R -C Zones:
Total aggregate area of all signs shall not exceed 200 sq. ft.
No sign shall exceed 25 ft. in height.
(2) C -N Zone:
No sign shall exceed 25 ft. in height.
(3) C -2, C -H; and M Zones:
No sign shall exceed 35 ft. in height."
SECTION 2. Staff and all appropriate advisory bodies are directed to prepare
for Council consideration within a reasonable time a comprehensive revision of the
City's sign regulations.
SECTION 3. This Ordinance shall become effective immediately upon its
adoption by a four - fifths vote of the Council and shall remain in effect for a
period of eight months unless terminated sooner by the Council.
The City Clerk slhall. cause this ordinance to be published once within five (5)
days in a newspaper of general circulation but delay in publication, or even
failure to publish, shall not affect the validity of this ordinance.
INTRODUCED AND FINALLY PASSED by the Council of the City of San Luis Obispo
at a regular meeting thereof held on the lst day of March, 1977, on motion of
Councilman Graham, seconded by Councilman Gurnee, and on the following roll call vote:
AYES: Councilmen Graham, Gurnee, Norris, Petterson and Mayor Schwartz
