The magnitude of this proposed project on this beautiful "historic" site does not do anything to retain a residential environment. In addition, due to the higher elevation of this property, these unsightly buildings would loom over the neighborhood, and per prior experience --all noise is amplified and echoes throughout the neighborhood. Also, the projected loss of all or most of the mature trees --and the screen they provide --would leave an inadequate buffer for the residents of this neighborhood. I reside at 82 Palomar Ave, which is directly in front of where Luneta intersects with Palomar, so an additional concern is the opening/widening of Luneta--which I understand would be required for this project. The current parking problems and excessive amount of traffic on Palomar --much of which is generated by the valencia student housing --is already hazardous to students, seniors, and residents of this neighborhood. The widening/opening of Luneta would only exacerbate this extensive problem. In addition, where Luneta intersects Palomar is a "blind corner" in both directions, and currently it's dangerous enough with bicyclists and skateboarders "flying" down the hill towards Palomar --so the addition of car traffic on lower Luneta could be disastrous. The increased traffic in the immediate area is not only detrimental to a residential environment, but would also increase traffic leaving the area by way of Serrano --of which a portion functions as only one lane. Despite the seemingly antiquated zoning regulations which may allow this project, the concept and scope of this project is not conducive to this current residential neighborhood. Also it would only add to an already massive problem of too much traffic and limited street parking. All agencies need to assess all aspects of this proposed project and consider the negative impact it would have on our community.
