[ www w�i APR 19 2016 • We are concerned about a council that uses bait and switch methods to trick voters. For exAmple, city polls found the one thing residents were willing to pay higher taxes for was acquisition of open space, so the council told voters open space was to be a top use for Measure G funds, yet, once G passed, the council has been using 99% of Measure G funds for other purposes. As for Measure Y: The Council promoted Measure Y by insisting that this money would be used for "projects" or "capital improvements". The Council stated: "Measure Y provides over $6.5 million annually for projects of the highest priority. 60% would be spent on capital improvement projects like paving City streets. Measure Y spending will include projects and services in the following areas Infrastructure Maintenance, Public Safety, Flood Control, Traffic Congestion Relief, and Open Space and Recreation." • However out of a total of $50 million in Measure Y funds the City received between 1996 and 2014, only $2.5 million was spent on capital improvements such as parking for the Senior Center and ADA access to the front steps of City Hall. The vast majority of Measure Y money was spent on salaries and pension funds.
