MISSION: The purpose of the Bicycle Advisory Committee (BAC) is to provide oversight and policy
direction on matters related to bicycle transportation in San Luis Obispo and its relationship to bicycling
outside the City.

PUBLIC COMMENT:
At this time, the public is invited to address the Committee concerning items not on the agenda but are
of interest to the public and within the subject matter jurisdiction of the Bicycle Advisory Committee.
The Committee may not discuss or take action on issues that are not on the agenda other than to briefly
respond to statements made or questions raised, or to ask staff to follow up on such issues.

PRESENTATION ITEMS:
Agenda Item #1: Active Transportation Manager Recruitment Update
The City has recently completed recruitment and selected Adam Fukushima for the Active
Transportation Manager position. Adam’s first day with the City will be June 2nd. Adam comes
to the City with a wealth of Active Transportation experience and local knowledge; he received
his graduate degree in public policy University of Groningen, Netherlands, served as the City of
San Luis Obispo’s Bicycle Coordinator from 2006 to 2008, served as the Bike SLO County
Executive Director from 2003 to 2009, and has served as the CalTrans District 5 Bicycle
Coordinator & Associate Transportation Planner since 2009. Adam will be taking over as the
City Staff liaison to the BAC following June 2nd.
Agenda Item #2: “Meet & Greet” with Police Chief Deanna Cantrell and Police
Captain Keith Storton
Deanna started with the San Luis Obispo Police Department as the new Chief of Police on
January 4th, 2016. Prior to this appointment, she was with the Mesa, Arizona Police
Department for 21 years. Deanna has been heavily involved in fostering positive relationships
between law enforcement and the community she serves. She developed a deep-rooted history
of community engagement and participation. Keith Storton is the Administrative Police Captain.
Agenda Item #3: Volunteer Program for Bicyclist to Report VC Violations
BAC Member Lea Brooks and SLO City resident, Dave Abrecht met with Chief Cantrell to discuss
a potential volunteer program where bicyclists could report vehicle code violations of motor
vehicle drivers utilizing the digital images from their devices.
Agenda Item #4: Hazardous Bicycle Conditions
Continuing from the March 17th BAC Meeting, BAC Member, Howard Weisenthal, and SLO City resident,
Myron Amerine, will present to the committee a video identifying locations around the City that present
hazardous conditions for bicyclists. This discussion will focus on drainage grates and gutters.
Agenda Item #5: SLO County Project Bed & Breakfast on Orcutt Road
A conditional use permit is being proposed to the County of San Luis Obispo at the La Lomita
Ranch to allow the conversion of an existing 3,320 square foot equestrian barn into a bed and
breakfast lodging and event venue for up to 52 temporary events per year with attendance
estimated at 225 attendees. La Lomita Ranch is located off Orcutt Road, approximately ½ mile
south of the City limits.
A traffic impact study was prepared and determined that the project would not have a
significant impact on circulation. The traffic study did however recommend that shuttle service
be provided by the event and a trip reduction plan be submitted to the County.
Agenda Item #6: 2017 Bike Month Idea
BAC Member Howard Weisenthal and BAC Member Lea Brooks will discuss a proposal to close
Orcutt Road from Islay Park to Biddle Road to motor vehicle traffic on a weekend day during
next year's Bike Month so bicyclists can ride it car-free. Islay Park and part of the course would
be in SLO City limits and the rest is in the county. The idea is similar to the closure of a road in

ACTION ITEMS:
Agenda Item #7: Officer Elections (Attachment 2)
Article 3 (Officers), of the Bicycle Advisory Committee Bylaws (Attachment 2) last updated by the City
Council on June 6, 2009, states that, “The officers will consist of a Chairperson and Vice-Chairperson
who will be elected annually at a regular Committee meeting in each calendar year. The Chairperson will
preside over all meetings of the Committee and perform such duties as directed by the Committee. The
Vice-Chairperson will serve in the absence or incapacity of the Chairperson.” Additional officer duties
include; writing quarterly progress reports, representing the Committee at the Mayor’s quarterly
luncheon, and representing the Committee at relevant Advisory Body and City Council meetings. The
term of office is for one year, commencing upon election. No person shall serve in the office of
chairperson or vice chairperson for more than two consecutive terms. Chair Deragon and Vice Chair
Woolf have each completed two terms and therefore cannot be reappointed this year.
The Chair should open the floor for nominations for the office of Chairperson, close the floor for
nominations, and ask members to vote for one of the nominees. If only one nominee is offered, then a
voice vote can be taken. However, if more than one person is nominated, the BAC may want to cast a
secret ballot. The same process should be followed for the office of Vice Chair.
Staff Recommendation: The Committee shall elect a new Chair and Vice Chair.

CM Brooks questioned persistent lack of attendance and participation of CM Machado and suggested 28
consulting bylaws as they pertain to requesting resignation; Transportation Manager Hudson indicated 29
he would consult the City Clerk about said process. 30

1.) Buffered bike lanes are completed on Chorro Street between Mill and Walnut; 35
2.) Thursday March 24th: Broad Street Bike Boulevard Community Meeting to be held in City 36
Library Community Room at 6 PM; 37
3.) Friday April 15th: Gold-Level League of American Bicyclists’ Bicycle Friendly Award 38
ceremony to be held on City Hall Steps at 11 AM. 39

CM Brooks requested authorization for Vice-Chair Woolf to speak on behalf of BAC at Gold-Level Award 41
ceremony; suggested post-ceremony bicycle tour of latest City Bicycle Improvements and sought 42
formation of planning sub-committee. Transportation Manager Hudson indicated that Staff was 43
preparing itinerary for the event and would put lead person in contact with the BAC. 44

Myron Amerine, San Luis Obispo, Vice-President SLO County BAC, provided lists of URL links 48
regarding SLO County Bikeways Plan, urging individuals and/or groups to send feedback and 49
correspondence. CM Brooks suggested that the BAC will respond by April 29th with emphasis on City-to-1
County bikeway connectivity that focuses specifically on the Avila Ranch project. 2

Amendment: Page 3, paragraph 4, revised to read: “…explained that some projects don’t contribute to 8
the cross-town routes that need to be finished and built in order to coerce encourage a motorist-to-9
cyclist culture shift. Vice-Chair Woolf stated his belief that a shift in focus to these cross-town routes, 10
ostensibly creating bike freeways, is required…” 11

Action: Vice Chair Woolf moved to accept as amended. Chair Deragon seconded the motion. 13
The motion passed unanimously. 14

PRESENTATION ITEMS: 16

County BAC Vice-President Myron Amerine and CM Weisenthal narrated a video presentation on 18
various classifications of local hazardous bicycle conditions and documented multiple City roadways in 19
which they occur. Committee discussion ensued on policies, guidelines and recommendations. 20

Transportation Planner-Engineer Luke Schwartz discussed the BTP Prioritization Plan while displaying 22
its current in-progress, GIS-based map of imminent bicycle facilities and demonstrated its interactive, 23
user-friendly capabilities. Committee commended Staff on this new tool of access and indicated looking 24
forward to testing it out and providing feedback. 25

Transportation Manager Hudson provided an update on the Broad Street Bike Boulevard plan in 29
preparation for March 24th meeting in which the community is to provide influence and guidance. The 30
Committee asked questions pertaining to reception of boulevards in particular neighborhoods in which 31
they’re implemented, how planned boulevards affect real estate values, and effects on future auto traffic 32
flow. 33

The Committee discussed the state of congested and exposed bicycle parking racks and future parking 35
structures implementing space devoted to bike parking. Transportation Supervisor Hudson discussed 36
how in-lieu parking fee coffers are funded and indicated Staff would follow up on whether bicycle facilities 37
were being considered in new Nipomo Street parking structure. 38

CM Brooks shared events of the City-hosted Bob Jones Trail workday held February 13th in which 42
seventeen (17) volunteers attended the pilot program; provided brief instruction on how to best organize 43
similar efforts. 44

CM Brooks defined Newcomers Program as one designed to compile packet of RideShare information 46
devoted to provision for new City residents; informed that a letter for inclusion had been drafted for 47
Mayor; shared that SLOCOG had adopted the project into their own programs and were ensuring 48
developers of sub-divisions were being provided with packets. Transportation Manager Hudson added 49
that Staff is in process of forging trip reduction plans into requirements for developments that emphasize 50
limits of residential streets. 51

Transportation Manager Hudson provided HR update on Active Transportation Manager position that is 3
still receiving applications until March 22nd for scheduled April 11th interviews; requested Committee to 4
provide member to be on all-day interview panel for 8-10 interviewees. Vice-Chair Woolf volunteered. 5

Vice-Chair Woolf recused at 8:36 PM, citing prior-arranged engagement. 7

Transportation Manager Hudson pointed out facts and figures corresponding to the provided handout on 9
the Bicycle Facilities Improvement Account; requested list of prioritized repairs from Committee on which 10
fund balance might be best appropriated in remainder of fiscal year which ends after June. 11

Transportation Manager Hudson informed of design & permit meeting with Public Utilities Commission 13
pertaining to Pepper Street & California Boulevard section of Railroad Safety Trail (RRST) scheduled for 14
Fall 2017 construction start-up. 15

Transportation Manager Hudson and Planner-Engineer Schwartz provided updates on three (3) Capital 17
Improvement Plan bicycle projects: 18
1.) Street-widening and turn-lane implementation for Chorro & Foothill bike box has been 19
proposed to developer of high-density housing project at that intersection; 20
2.) Preliminary designs for RRST Class I connection at Laurel & Orcutt are imminent toward 21
review and sidewalk-widening construction is expected to take place over next 2-3 months; 22
3.) One-day data from cyclist & motorist traffic analysis at intersection of Highland & Chorro 23
shared and subsequent potential improvements discussed. 24

Transportation Manager Hudson shared updates on Avila Ranch having been before Planning 26
Commission on March 9th; alerted that San Luis Ranch attends same Advisory Body hearing on March 27
23rd. 28

Transportation Manager Hudson made request of Committee to send Member to Mayor’s Lunch 30
Meeting on April 14th. CM White volunteered. 31

BYLAWS
SAN LUIS OBISPO BICYCLE ADVISORY COMMITTEE
Amended by Resolution No. 10096 (2009 Series)
ARTICLE 1. PURPOSE
The purpose of the Bicycle Advisory Committee is to provide oversight and policy
direction on matters related to bicycle transportation in San Luis Obispo and its
relationship to bicycling outside the City.
ARTICLE 2. COMMITTEE MEMBERSHIP AND TERMS OF OFFICE
The Bicycle Advisory Committee shall have seven members appointed by the City
Council to staggered terms of four years. Members must be residents and registered
voters of the City. Committee members will serve at the pleasure of the City
Council. Any Committee member may be reappointed, provided no appointee
serves more than two consecutive terms (8 years). A member who has served eight
years can be reappointed after a one year absence from the Committee.
ARTICLE 3. OFFICERS
The officers will consist of a Chairperson and Vice-Chairperson who will be elected
annually at a regular Committee meeting in each calendar year. The Chairperson
will preside over all meetings of the Committee and perform such duties as directed
by the Committee. The Vice-Chairperson will serve in the absence or incapacity of
the Chairperson.
ARTICLE 4. MEETINGS
A. The Committee will hold a regular meeting at least quarterly. The meetings
are generally held the third Thursday of every other month (January, March,
May, July, September and November) at 7:00 p.m. in the Council Hearing
Room, City Hall. All meetings will be open to the public.
B. The Chairperson or any four members of the Committee may call a special
meeting, provided that a week's prior notice is given in writing to each
member.
C. A quorum will consist of a majority of established Committee members.

D. All actions of the Committee will be decided by a majority vote or consensus
and will be directed through the Committee chair.
E. All members present must vote, except when abstaining due to a declared
conflict of interest. A failure or refusal to vote when present (except for a
declared conflict or interest) will be construed as an affirmative vote.
F. Any member with a declared conflict of interest will not vote or participate in
any discussion of any item or in any manner attempt to influence the decision
on that item.
ARTICLE 5. SUBCOMMITTEES
Subcommittees consisting of less than a quorum of the Committee can be appointed
as needed by the Chairperson.
ARTICLE 6. ADVISORY BODY POLICIES
The Committee adopts and incorporates by reference all policies as stated in the City
of San Luis Obispo Advisory Body Handbook, that are not in conflict with these
bylaws.
