My name is Pat Dellario, I live at 2290 Santa Ynez Ave., and I am writing regarding
the proposed home on 48 Santa Ynez Avenue in Monterey Heights. I am located 3
lots south of the proposed home.
I am asking the City Council to oppose the home as currently presented. My
primary objection to the home is the rooftop deck, which the developer, Jeff Kraft
has indicated will serve to augment his outdoor living space.
The deck on the roof is unnecessary when you consider the proposed home has
ample deck space already designed in, without the roof. 2 Floors of the home
have decks running the full length of the home.
One can reasonably predict that the normal use of the roof deck, for family living,
functions and gatherings, will lead to noise issues and public disturbances. It will
be a detriment to the peace and quiet of the neighborhood.
Noise issues with the deck will be particularly troublesome when you consider the
site of the home. Sound originating from the deck will bounce off the hills on
either side of the home, creating an echo effect.
I will add that every one of the Planning Commission members noted a concern
with the rooftop deck in the October 2015 Meeting, when they denied the
project. And each of the City Council members likewise noted a concern with the
deck in the January 2016 meeting.
Mr. Kraft could consider expanding his backyard deck as an alternative. In this
case the deck is facing Cuesta Park and the sound is muffled by the exterior wall
of his house.
Finally there are at least 8 private undeveloped lots in the immediate vicinity. (4
of these lots are currently for sale). Allowing the introduction of a roof deck here
will serve as a negative precedent for the rest of the homes, when built, further
impacting the peace and quiet in the neighborhood.
In the interest of preserving neighborhood wellness in Monterey Heights, please
deny the roof deck, at least.
