HomeMy WebLinkAbout03-09-2016 PCC Minutes Minutes Promotional Coordinating Committee Wednesday, March 9, 2016 Regular Meeting of the Promotional Coordinating Committee CALL TO ORDER A Regular Meeting of the San Luis Obispo Promotional Coordinating Committee was called to order on Wednesday, March 9, 2016 at 5:32 p.m. in the Council Hearing Room, located at 990 Palm Street, San Luis Obispo, California, by Chair Palazzo. ROLL CALL Present: Committee Members Daniel Levi, Deborah Lewis, Patricia Loosley, Stephanie Roberson, Vice-Chair Jill Lemieux and Chair Sasha Palazzo Absent: Clint Pearce Staff Present: Tourism Manager Molly Cano and Recording Secretary Kevin Christian PUBLIC COMMENT ON NON-AGENDA ITEMS There was no public comment on non-agenda items. CONSENT AGENDA ITEMS C1. MINUTES OF REGULAR MEETING ON WEDNESDAY, FEBRUARY 10, 2016 MOTION BY VICE CHAIR LEMIEUX, SECOND BY COMMITTEE MEMBER LEVI, CARRIED 6-0, to approve the Minutes of the Promotional Coordinating Committee meeting of February 10, 2016 as presented. C2. COMMUNITY PROMOTIONS BUDGET REPORT By consensus, the Committee directed staff to receive and file the Community Promotions Budget Report. C3. PUBLIC RELATIONS REPORT By consensus, the Committee directed staff to receive and file the Public Relations Report. GRANTS-IN-AID (GIA) SUPPORT REPORT By consensus, the Committee directed staff to receive and file the Grants-In-Aid Support Report. C5. VISITOR CENTER REPORT By consensus, the Committee directed staff to receive and file the Visitor Center Report. C6. SLO HAPPENINGS PROMOTIONS REPORT By consensus, the Committee directed staff to receive and file the SLO Happenings Promotions Report. C7. SLO HAPPENINGS TECHNOLOGY REPORT By consensus, the Committee directed staff to receive and file the SLO Happenings Technology Report. C8. TOT (TRANSIENT OCCUPANCY TAX) REPORT By consensus, the Committee directed staff to receive and file the TOT Report. PRESENTATIONS 1. PUBLIC RELATIONS MONTHLY UPDATE Molly Kern from the SLO Chamber of Commerce announced that last year’s Visit CA China Fam Promotional Coordinating Committee sponsorship has resulted in print and online articles in Chinese magazine tiles of GQ, Esquire, Trading Up, National Geographic Traveler, and Traveler Weekly, each having circulation rates greater than 450,000 in the high-end market in China. She also reported that the Chamber will be partnering with the Central Coast Tourism Council (CCTC) to sponsor Yahoo writer, Lisa McElroy, for a return trip to write a family focused piece on the area. For upcoming activities she reviewed eight journalists that will be covering events in San Luis Obispo in the next few weeks, with a focus on arts and the outdoors. ELECTION OF CHAIR & VICE CHAIR Tourism Manager Cano reviewed the committee bylaws concerning election, term length and duties of officers. MOTION BY VICE CHAIR LEMIEUX, SECOND BY COMMITTEE MEMBER LEVI, CARRIED 6-0, to nominate Committee Member Roberson for the PCC Chair position. MOTION BY COMMITTEE MEMBER LEWIS, SECOND BY COMMITTEE MEMBER ROBERSON, CARRIED 6-0, to nominate Vice Chair LeMieux to continue as the PCC Vice Chair. 2. 2016-17 BUDGET PROCESS Tourism Manager Cano presented the projected budget, reviewed and described the differences of the budget line items for 2016-17 consideration, and reviewed the budget process timeline that terminates with the June 14, 2016 City Council meeting The committee discussed approaching the next two-year budget by starting with a review of their strategic plan. For budget related presentations scheduled at the April 13, 2016 PCC meeting, the committee gave direction to vendors to focus on the PCC goal of enhancing the experience of visitors and residents while they are in San Luis Obispo, and to link next step proposals in the app development to the PCCs “wish list” for possible enhancements, including the ability to view items by date range. 3. 2016-17 BUDGET STATUS UPDATE Tourism Manager Cano presented a breakdown of the remaining available funding and introduced the idea of using a portion of the contract funding for promotion using the SLO Happenings app, over the next 3 months. Representatives from Freshbuzz Media presented a proposal for an add-on promotional strategy including: 1) expansion of Facebook and Instagram 2) development of an app review pop-up 3) event curation to add more events to the SLO Happenings app 4) additional printing of coasters 5) Concert in the Plaza magnet sponsorship. Promotional Coordinating Committee Minutes of March 9, 2016 Page 4 City of San Luis Obispo, Title, Subtitle MOTION BY COMMITTEE MEMBER LEWIS, SECOND BY VICE CHAIR LEMIEUX, CARRIED 6-0, to approve a $1,200 expenditure from contract funding for Facebook promotion. MOTION BY VICE CHAIR LEMIEUX, SECOND BY COMMITTEE MEMBER ROBERSON, CARRIED 6-0, to approve a $1,050 expenditure from contract funding for Instagram promotion, with an additional $1,050 for 3.5 months of media planning. MOTION BY COMMITTEE MEMBER LOOSLEY, SECOND BY COMMITTEE MEMBER ROBERSON, CARRIED 6-0, to approve a $1,000 expenditure from contract funding for adding a “Request a Review the App” pop-up in late May to early June. MOTION BY COMMITTEE MEMBER LEVI, SECOND BY COMMITTEE MEMBER LEWIS, CARRIED 6-0, to approve a $700 expenditure from contract funding for curation of additional events for the app. MOTION BY COMMITTEE MEMBER LEWIS, SECOND BY VICE CHAIR LEMIEUX, CARRIED 6-0, to approve a $1,220.41 expenditure from contract funding for the printing of 10,000 additional coasters. MOTION BY VICE CHAIR LEMIEUX, SECOND BY COMMITTEE MEMBER LOOSLEY, CARRIED 6-0, to approve a $2,000 expenditure from contract funding for Concert in the Plaza magnet sponsorship. PCC LIAISON REPORTS AND COMMUNICATION 1. GIA UPDATE None. 2. TBID (TOURISM BUSINESS IMPROVEMENT DISTRICT) BOARD REPORT Tourism Manager Cano reported that the TBID received a report on their metrics, the Rainy Day promotion, and funded the Cal Poly “New Student & Transitions Program”. 3. TOURISM PROGRAM UPDATE Tourism Manager Cano presented the “Poppy” award that the TBID marketing videos received; provided an update on the tourism intern; noted that the GIA applications are due Friday March 11th; reported that Matt Wilkens was elected as the new TBID Chair and PCC liaison; announced that Committee Member Levi has been reappointed for an additional term; and reminded the committee that the Advisory Body Recognition event will be held on March 22nd, 2016 at the Embassy Suites.
