SUBJECT: Response to Questions Consent Item 15 — L25 Fund Contribution
In considering Consent Item 15, Contribution to Leadership San Luis Obispo L 25 Fund, Staff
received questions regarding the City's budget for leadership training for staff as well as other
contributions to endowment funds. City Council approved a Significant Operating Program
Change (SOPC) of $170,000 in the 2013-15 Financial Plan Supplement to fund the creation of an
employee development and leadership program for City employees. This funding was expended
during fiscal years 2014-15 and 2015-16, through a contract with the Centre for Organization
Development.
On June 14, 2016, Council authorized a second SOPC as part of the 2015-17 Financial Plan
Supplement to provide ongoing funding of $125,000 per year for the employee and leadership
development program. This is the primary source of leadership training for the organization;
however, departments may have training resources available in their department line item
budgets that could supplement this budget. Historically, budget for Leadership SLO participants
has come from individual department training budgets, not from the Human Resources
Department budget.
Other than the contributions to non -profits identified in the staff report, staff is not aware of any
other contributions to non-profit endowments or reserve funds. Please contact Monica Irons at
