CHC -1008--16 A RESOLUTION OF THE SAN LUIS OBISPO CULTURAL HERITAGE COMMITTEE, RECOMMENDING THE ARCHITECTURAL REVIEW COMMISSION FIND THE PROPOSED MODIFICATIONS/ADDITIONS TO THE HISTORIC LONG BONETTI RANCH COMPLEX ASSOCIATED WITH THE "PUBLIC MARKET PROJECT" CONSISTENT WITH THE CITY'S HISTORIC PRESERVATION PROGRAM GUIDELINES AND SECRETARY OF THE INTERIOR'S STANDARDS AS REPRESENTED IN THE STAFF REPORT AND ATTACHMENTS DATED JUNE 6, 2016 (120 TANK FARM ROAD/3897 S. HIGUERA STREET — ARCH -1219-2015) WHEREAS, on June 6, 2016, the Cultural Heritage Committee of the City of San Luis Obispo conducted a public hearing in the Council Hearing Room of City Hall, 990 Palm Street, San Luis Obispo, California, pursuant to a proceeding instituted under application ARCH -1219-2015; Tank Farm Center, LLC. applicant; and WHEREAS, notices of said public hearing were made at the time and in the manner required by law; and WHEREAS, the Cultural Heritage Committee has duly considered all evidence, including the testimony of the applicant, interested parties, and the evaluation and recommendations by staff, presented at said hearing. NOW, THEREFORE, BE IT RESOLVED, by the Cultural Heritage Committee of the City of San Luis Obispo as follows: SECTION 1. Fiiidiiigs. 1. That, as conditioned, the proposed modifications to the existing ranch structures are consistent with the Historic Preservation Guidelines and Secretary of Interior Standards, since character -defining features and historic spatial relationships will be maintained. 2. That the proposed new structures are consistent with the Secretary of Interior Standards because the new structures are differentiated yet complementary and compatible with the size/scale, massing, and architectural features of the ranch complex and key views of the existing ranch structures will be maintained. 3. That the proposed new structures are consistent with the Secretary of Interior Standards for Rehabilitation because the new structures are adjacent to the existing ranch structures and if removed in the future will leave the form and integrity of the historic property/environment unimpaired. SECTION 2. Environmental Review. The Cultural Heritage Committee finds that the Initial Study of Environmental Impact and resultant Mitigated Negative Declaration properly characterizes the project's potentially significant impacts relative to historic/cultural resources, and that the incorporated mitigations measures appropriately ensure that potentially significant impacts are mitigated to a less than significant level. The Committee hereby recommends approval of application ARCH -1219-2015, subject to the following conditions. Conditions 1. Plans submitted for a building permit shall clearly detail all proposed modifications to the existing farm complex structures and include all details, notes, and callouts in order to demonstrate consistency with Secretary of Interior Standards and to ensure proper contractor follow through of required treatments during construction phases. The detailing of proposed modifications may be accomplished with the submittal of a historic preservation plan. 2. A pre -construction meeting shall be coordinated by the contractor or developer and shall include the appropriate representation from the Community Development Department and Public Works Department. The meeting shall include but is not limited to the scope of work, treatment of historic buildings, appropriate steps if any archaeological resources are encountered, construction staging, pedestrian protection, and erosion control/site drainage provisions. 3. Any proposed changes to the existing farm complex structures that are not clearly identified as modifications in the project plans (e.g. replacing a triple set of windows with a double set of windows on the north elevation of the farmhouse) shall be consistent with historic preservation standards including the Secretary of the Interior's Standards for the Treatment of Historic Resources. Any such change must be approved by the Director, Cultural Heritage Committee, or Architectural Review Commission, as deemed appropriate. 4. Surviving character defining elements of farm complex structures (e.g. farmhouse windows and siding) shall be retained unless otherwise deteriorated beyond reasonable repair consistent with recommended treatments of the Secretary of the Interior's Standards, as determined by the Community Development Director. 5. The siding material for the reconstructed water tower shall closely match the board and batten style siding of the existing water tower with reuse of the water towers existing (remaining)_siding if possible, consistent with the Secretary of the Interior's Reconstruction Standards. 6. The project shall be in accordance with the mitigations measures identified in the draft Mitigated Negative Declaration including the following: a. In the event that archaeological materials are discovered during project construction activities, construction shall be halted until a formal monitoring plan is prepared and approved by the City. The plan will need to include a summary of the project ground disturbances, purpose and approach to monitoring, description of expected and discovered materials, description of significant materials or features, protocols for stoppage of work and treatment of human remains, staff requirements, and a data recovery plan to be implemented in case significant deposits are exposed. This requirement shall be shown on grading and building Resolution No. CHC -1008-16 ARCH -1219-2015 (120 Tank Farm Road/3897 S. Higuera Street) Page 3 plans and be clearly visible to contractors and City inspectors (Mitigation Measure CR -1). 7. The slate roofing material shall be replaced with a more historically appropriate material such as wood shingle, subject to the approval of the Architectural Review Commission. 8. Historic plaques/displays shall be placed among the site providing historical background of the property and evolution of the project including identification of reconstructed buildings. The historical site plan should be included in the historic plaques. 9. The ARC shall consider the Building 5 awning element and its relationship (i.e. proximity) to the water tower. 10. The railings associated with the Building 6 balconies shall be enclosed to screen materials associated with the residential units. 11. The signage plan does not need to return to the CHC for review and may be approved as part of a sign program reviewed by the Architectural Review Commission. The signage for the site shall include signage that is compatible with the historic ranch including non - illuminated, externally illuminated, halo illuminated, and neon signage.
