SUBJECT: Consent Agenda Item 8 — Authorize Request for Proposal for Capital Facilities
Impacr Fee program Nexus Study and Study Session Agenda Item 13 — Public
Infrastructure Financing Framework and Draft Policies
Following the presentation and discussion on Public Infrastructure Financing Framework and
Draft Policies, staff will be seeking Council direction regarding the following questions:
1. Is there Council consensus to move forward with the proposed Draft Infrastructure
Financing policies as outlined in the Public Infrastructure Financing Framework
Memorandum (EPS #161001)?
The proposed Draft Infrastructure Financing Policies specificially address General Financing,
Debt Financing, Development Impact Fees, Community Facilities District (CFD) or Assessment
District, and Enhanced Infrastructure Financing District (EIFD). Please see Attachement A of the
staff report for Agenda Item 13.
2. Is there Council consensus for staff to proceed with the Capital Facilities
(Development) Impact Fee Program Nexus Study RFP based on the proposed Public
Infrastructure Financing Framework and Draft Policies?
The RFP is intended to facilitate the implementation of a Citywide Capital Facilities Impact Fee
Program (comprised of Transportation, Parks, General Government, and Public Safety impact
fees) that will support the City's General Plan build out through 2035.
