I am making specific text suggestions at this time to include "civic responsibilities" in the direction given by the purpose and administration sections. I am also proposing a work item to include the Community Design Guidelines as a chapter in the Zoning Ordinance. I am supporting an additional work program to implement a "Public Convenience and Necessity" (PCN) policy and other matters as proposed for the downtown by Allan Cooper. Thank you. Through their adoption by elected representatives, they reflect the desires and interests of the residents of San Luis Obispo, and I think you would agree that representatives should protect those interests as they are administered. The City could promote their diligent administration by setting forth a "direction of duty," to attend to them in expert ways, seeking to base recommendations on resident interests instead of favoring developer and designer interests. I would suggest that your Council include tasks to implement these suggestions and the following text recommendations: 1. 17.02.020 Purpose. "The Zoning Regulations express the specific interest and intent of the residents of San Luis Obispo, as represented by their City Council, as the means and methods by which to implement the City General Plan. It is the obligation of City representatives, appointed commissioners, staff and contract employees to promote, interpret and implement these regulations in accordance with the City General Plan." 2. 17.02.040 Interpretation. "Officials of the City of San Luis Obispo, including, but not limited to staff, commissioners and City Council, shall diligently defend and uphold the Zoning Regulations. Such officials shall obtain and provide useful and expert interpretations and guidance to applicants and the public, which clarify and show how development and subdivision applications can become consistent with these regulations." Secondly, I endorse a work item to include the Community Design Guidelines within the Zoning Regulations as a chapter, with administrative sections which establish that the guidelines are discretionary standards, similar to those adopted by the County of San Luis Obispo for Community Design Plans. also support and endorse Allan Cooper's recommendations regarding the over - concentration of alcohol outlets in downtown.
