Rice [ Sent: Monday, April 11, 2016 2:46 AM To: Marx, Jan Subject: 71 Palomar - traffic concerns Mayor Marx, I wish to convey my general opposition to the project located at 71 Palomar. It is my understanding the traffic barricade on Luneta Drive between Palomar Avenue and Verde Drive is planned to be removed, opening Luneta Drive for through traffic. I believe this will cause a number of traffic issues: (1) Residents of Luneta, Hermosa, Rafael, La Entrada, Tassajara, and Verde will use the new through way (Luneta to Palomar to Serrano to Broad Street) to access Highway 101 and downtown. Presently these trips are dispersed between Ramona and Foothill by way of several streets (La Entrada, Rafael, Tassajara, and Verde). (2) Residents on Luneta will experience heavier and higher -speed traffic flows. Luneta will function more like a collector road instead of a residential street due to the concentration of traffic attracted to the new route. Presently, traffic is more attracted to Foothill (an arterial) and Ramona (a collector). (3) Residents on Palomar and Serrano will be particularly impacted as these streets will receive all of the new through traffic (like collector road). Additionally, I expect parking to become even more impacted as follows: (1) This high-density project will create additional vehicles. (2) Opening Luneta will enable those seeking parking on the TassajaraNcrdc side of Luneta to easily drive though to Palomar (or even Serrano) to find parking. Presently, these vehicles are turned -around by the dead- end and must park on Luneta, Verde, or Tassajara. (3) Expansion of the Tassajara parking district may need to be considered.
