I understand a plan from 50 years ago was for Luneta to be open to through
traffic, but that was 50 years ago!
The current parking situation and excessive amount of traffic on Palomar
Ave are already hazardous to the residents of this neighborhood --seniors,
families, pets, and students. The opening of Luneta would only exacerbate
these extensive problems.
In addition, where Luneta intersects Palomar is a "blind corner" in both
directions, and currently it's dangerous enough with bicyclists and
skateboarders "flying" down the hill towards Palomar --so the addition of
car traffic on lower Luneta could be disastrous. This is also exacerbated
by the increased student presence and traffic from the Valencia Apartments
when Cuesta College and Cal Poly are in session.
The resulting increased traffic in the immediate area due to the opening
of Luneta is not only detrimental to the safety of a residential
environment, but would also increase traffic attempting to enter and leave
the area by way of Serrano --of which a portion functions as only one lane.
There does not appear to be any benefit to the opening of Luneta to
through traffic, but the ways in which this would negatively impact our
neighborhood are numerous.
