I am still opposed to opening Luneta Dr. to the Apartment traffic which would be coming off Palomar. From: Frank H. Rowan < Subject: Transition of Luneta to a through street. Date: May 22, 2016 at 11:24:07 PM PDT To: tbochum64slocity.org Attached is a letter I sent to the City council members when first I heard about plans to make Luneta Dr a through street. When i bought in 1958 the lot at 248 Luneta Dr. I was 28 years old and my wife and I and my three sons came every day to watch the house go up and see the neighborhood begin. At that time Luneta went from La Entrada to Rafael Way and from there to Broad street was vacant land with a creek running through it. The reason I and numerous families my age bought on Luneta and Catalina and Hermosa most of us on the GI Bill from WWII or Korea was because they were not through streets and were a safer place to raise our children. This was much different than the College Highlands area where all the streets went through from Foothill and Highland through Jeffrey Dr. Patricia, Ferrini and Chorro. Later our tract Parkview Number 2 was extended to Verde Dr. Mr. Deeter who was the builder the original Parkview Number two. At the time we were assured by the City council that Luneta would never be made a through street because Ramona was extended to Broad for access. Now 57 years have gone by since I bought my home and there are very few original owners left. But it is still a quiet neighborhood and because of little automobile traffic a safe place for children. Some homes in the tract have been acquired by Children and Grandchildren of the original owners and do not want to see Luneta Dr become a thoroughfare. if it has access to Palomar with all the apartments and the Village it is estimated traffic on Luneta Dr will be increased by 500%. This will be a major devaluation of our Parkview properties and further is a complete opposite of what we were told by past City councils when they allowed Luneta to be extended past Tassajara to Verde Dr. In fact we were told it would never be connected to Palomar. As 73 year resident of San Luis Obispo and 57 years on Luneta Dr. I am totally opposed to opening Luneta Dr to Palomar.
