We live in the neighborhood and submit that the planning by Transitions -Mental Health Association (TMHA) and its consultants is well conceived. We believe that active utilization of this facility is in the best interest of our neighborhood and the community at large. The currently unoccupied historic building is subject to continued vandalism and unauthorized "overnight" visitors. TMHA has made a concerted effort to keep the neighborhood involved and informed on their plans and hopes for this project. We recommend that both the CHC and ARC approve the project and move it along to final action before City Council. We also recommend that the City, through its Community Development Department, encourage SLO County to undertake a serious planning process for the balance of the County's property that is within the city limits and involve the neighborhood in this process. To the best of our knowledge the County has not undertaken any such planning since 2008. Sincerely, Russell and Sumi Seacat 2036 Skylark Lane San Luis Obispo
