A RESOLUTION OF THE CITY OF SAN LUIS OBISP O
ESTABLISHING WATER SERVICE RATE S
WHEREAS,it is the policy of the City of San Luis Obispo to review enterprise fund fee s
and rates on an ongoing basis and to adjust them as required to ensure that they remain equitabl e
and adequate to fully cover the cost of providing services ; and
WHEREAS,a comprehensive analysis of Water Fund operating, capital and debt servic e
needs has been performed for fiscal years 2011-13 through 2015-16 ; and
WHEREAS,this comprehensive analysis has been revised based on updated revenue an d
expenditure information ; and
WHEREAS,the Council has reviewed the water service rates necessary to meet syste m
operating, capital and debt service requirements ; and
WHEREAS, a public hearing was properly noticed and held on June 14, 2011 ; an d
WHEREAS, a majority protest, as contemplated by Article XIII D of the Californi a
Constitution, was not received by the conclusion of the public hearing .
NOW,THEREFORE, BE IT RESOLVED by the Council of the City of San Lui s
Obispo as follows :
SECTION 1 . Resolution No . 10094 (2009 Series) is hereby rescinded, effective 11 :5 9
p .m . June 30, 2011 .
SECTION 2 . The rates set forth in Exhibit "A" are hereby adopted, establishing wate r
rates effective July 1, 2011 and July 1, 2012 .
SECTION 3 .The water system access charges for emergency purposes, such as fire
protection are increased from $42 .40 per month to $46 .64 per month, effective July 1, 2011 an d
$50 .84 effective July 1, 2012 to reflect the increase in water rates .
Upon motion of Council Member Carter, seconded by Vice Mayor Ashbaugh, and on th e
following vote :
