Adoption Of 2020 Parks And Recreation Strategic Plan From: Allan Cooper, San Luis Obispo Date:November 1, 2016 Honorable Mayor and Council Members - Your draft Parks & Recreation Strategic Plan states under 4.1.2 that the City should plan for additional sports fields for purchase and development as well as for the expansion of Damon Garcia through the purchase of surrounding properties. We are asking that you provide the same degree of specificity under 4.3.1 where there is mention of “new neighborhood parks”. The Council has already set aside monies for the purchase of a new neighborhood park to be located in the North Broad Street area. As you well know, the North Broad Street residents have been promised a neighborhood park in this area for almost 50 years. Our justification for this request is spelled out in more detail below. We are therefore requesting that you add an additional bullet to 4.3.1 stating the following: “Plan for a new neighborhood park to be located in the North Broad Street area and identify property; negotiate for acquisition.” Thank you. ________________________________________________________________________ Request That The City Allocate Funds For The Purchase Of A New Neighborhood Park In The North Broad Street Area Excerpts From The General Plan That Clearly Mandate A Park In ThIs Neighborhood: • Click on link below and go to Parks and Recreation Element, revised April 3, 2001, Table of Contents, page 3 of 38...see page 8 of 38 "The priority of land acquisition will be:"  See # 1-3...#1 states "Areas in developed areas of the community lacking parks." • Go to page 16 of 38 Section 3 & look at 3.12  "Unmet Needs" #6 Neighborhood Parks:  "In Broad St. area near Highway 101 and Foothill Blvd." ( It's the only neighborhood mentioned.) • Go to page 17 of 38 Policy 3.15.1 "San Luis Obispo residents SHALL have access to a neighborhood park within .5 to 1.0 mile walking distance of their residence."  See 2.54 "While major facilities shall be designed to meet multi-generational needs there shall also be space available to address the unique needs of the Senior population."  http://www.slocity.org/government/department-directory/community-development/ planning-zoning/general-plan Relevant Excerpts From The Draft Parks & Recreation Strategic Plan 4.1 Increase access to non-City turf facilities and increase the number of City turf facilities. 4.1.1 Pursue additional facilities that are lighted. 4.1.2 Plan for additional Sports Fields Expand Damon Garcia through purchase of surrounding properties. 4.1.3 Explore ways to convert existing fields to year-round artificial turf. •Research cost, health issues. •Convert Emerson. •Identify other appropriate locations. 4.1.4 Use other entities’ existing facilities. Build creative partnerships such as: •Corp Yard •Churches •Co-operate with Cal Poly •Cuesta Park (co-use with the County) •Hotel properties (i.e. Madonna Inn 4.3 Maximize the potential of new developments’ neighborhood parks to provide amenities beyond Parks and Recreation’s existing resources. 4.3.1 Insert Parks & Recreation more actively into the planning process for new neighborhood parks (i.e. those not managed by the Department). •Provide expertise, strategic thinking, management recommendations, and advocacy for unmet needs, such as dog parks, pump tracks, pickle ball courts, community gardens.
