The Committee may not discuss or take action on issues that are not on the agenda other than to briefly respond to statements made or questions raised, or to ask staff to follow up on such issues. Please contact the Clerk or staff liaison prior to the meeting if you require assistance. 2 ACTION ITEMS: Agenda Item #1: Election of New Committee Chairperson and, If Necessary, Vice Chairperson (10 min) – Fukushima With the resignation of BAC chair Randol White, the committee has an unscheduled chair vacancy and needs to elect a committee member to serve the rest of the term until new officer elections are held in May of 2017. Article 3 of the Bicycle Advisory Committee Bylaws (Attachment 2) states that “The officers will consist of a Chairperson and Vice-Chairperson who will be elected annually at a regular Committee meeting in each calendar year. The Chairperson will preside over all meetings of the Committee and perform such duties as directed by the Committee. The Vice-Chairperson will serve in the absence or incapacity of the Chairperson.” Additional officer duties include: writing quarterly reports to the mayor, representing the Committee at relevant Advisory Body and City Council meetings. The Vice-Chairperson should open the floor for nominations for the office of Chairperson, close the floor for nominations, and ask members for a vote. If the Vice-Chair is selected to be Chairperson, then the committee will need to select a new Vice-Chairperson and follow the same election process. Staff Recommendation: Elect a new Chairperson, and if necessary, a new Vice Chairperson. Agenda Item #2: City Budget Goals, Final BAC Recommendations (30 min) -- Fukushima At its September meeting, the BAC developed draft budget recommendations (Attachment 3) for consideration by the City’s other advisory bodies. Final recommended City goals for Council consideration in the 2017-2019 financial plan are due December 13. The BAC should review the draft recommended goals submitted by the City’s advisory bodies which will be emailed to Committee members by Nov. 14 along with the BAC draft goals and consider if any refinements or revisions to the BAC draft goals are desired. Additional information regarding the advisory body goal process and schedule can be found in (Attachment 4). Staff Recommendation: Formulate final recommended City goals to be forwarded to the Finance Department Agenda Item #3: Rough Pavement Following Caltrans Resurfacing Work on Santa Rosa (State Route 1) between Highland and Foothill (15 min) – Weisenthal At the July BAC meeting, Myron Amerine gave public comment that the pavement was rough as a result of the resurfacing work completed this summer on Santa Rosa Street between Highland and Foothill. Santa Rosa is part of State Route 1 and is under the jurisdiction of Caltrans. In response, the BAC took action to place the item on the agenda for discussion at the 3 September BAC meeting. Since the July meeting, city staff has informed Caltrans of the pavement concern and Caltrans responded by grinding down and smoothing the pavement. Due to a lack of time at the September meeting, the agenda item was postponed by the Committee until this meeting. Staff Recommendation: Inspect the grinding work performed by Caltrans and consider any further action. Agenda Item #4: 2017 Paving Areas (20 min) -- Fukushima Next year the City will be resealing two arterial streets: Los Osos Valley Road: (from the northern city/county line to just north of Auto Park Way) and Madonna Road: (from Los Osos Valley Road to the entrance to the Madonna Inn) (See Attachment 5 for a map). Staff Recommendation: Review the pavement areas on the map and provide staff with any recommendations for proposed bicycle improvements, including striping changes. CM Riedstra 26 seconded the motion. The motion passed with a vote of 5, and one abstention from Howard 27 Weisenthal due to his absence at the last meeting. Paula Huddleston was not present for the 28 vote. 29 30 PRESENTATION ITEMS 31 32 Agenda Item # 1: Removal or Improved Bollards - Myron Amerine 33 34 Amerine presented a photo presentation of poor bollard examples that SLO needs to avoid, or 35 make improvements to. 36 37 CM Weisenthal suggested future bollards be held up to the national standard and that existing 38 bollards be repaired or modified over time. 39 40 Adam Fukushima informed the committee of the updated standards. Old bollards will be 41 reviewed for improvements or removal, and new bollards will only be implemented if they are 42 the only option. 43 44 CM Brooks suggested bollards be added to the Minor Bike Project list. She stated that Andrews 45 Street needs improvement due to the pavement decay, steepness, and bridge width. 46 47 Public Comment: 48 Gary Havas, resident, and tricycle rider, asks that the wider wheel sets of trikes be kept in mind 49 when new improvements are being made. 50 Amerine agreed with CM Brooks' suggestion to remove the bollards on Andrews Bridge. 51 Attachment 1, Page 1 of 4 52 Agenda Item # 2: State Route 227 - Jeff Brubaker53 54 Brubaker presented the state route 227 corridor study. It aims to solve congestion side street 55 access, and multi-modal access and safety in the corridor that starts at Tank Farm Road and 56 heads south. A roundabout corridor from Farmhouse Lane continuing south is proposed as well 57 as three more roundabouts which allow the number of lanes on SR 227 to stay as is. 58 Suggestions of rumble strips from Tank Farm road to Price Canyon road were made and Edna 59 Price Canyon Trail, starting in the city heading to Los Ranchos, was made a short term, top 60 priority goal. Brubaker stated that the corridor study would be released soon for public review. 61 62 Public Comment: none63 64 ACTION ITEMS: 65 66 Agenda Item #3: City Budget Goals, Draft BAC Recommendations 67 68 Staff discussed the process for drafting goals and submitting them for Council consideration in 69 the next budget cycle. 70 71 Public Comment: 72 James Park, resident, wants the Orcutt cycle track plan implemented. 73 Kim Bisheff, resident, is pushing for continued support for more safe routes to school, as well as 74 more bike boulevards. Bisheff also wants to encourage new ideas to connect Broad and Marsh 75 streets on the North side of the freeway, as well as a new path or a way to bypass the 76 Marsh/freeway entrance all together for the Madonna bike path. 77 78 After Committee discussion, the following draft goals were agreed upon: 79 80 Projects 81 Railroad Safety Trail (1. Day to be announced in the future. 117 118 On the minor bikeways wish list, CM Brooks requested the following projects be added to the 119 list: 120 121 1) flip the stop signs on Pismo and Morro Streets to prioritize the bike blvd. 122 2) Removal of bollards on the path behind the Monday Club 123 3) Special delineation between the bike lane and travel lane on the southbound curve 124 of S. Higuera to Madonna Road. 125 4) Install “Bikes May Use Full Lane” signs and sharrow on Chorro Street between 126 Monterey and Palm 127 5) Install a refuge island for bikes at Orcutt and Sacramento intersection 128 129 Active Transportation Manager, Fukushima, announced the following project updates: 130 1) Bollard removal on the Jennifer Street bridge 131 2) Bike slot completion at Highland and Ferrini 132 3) New buffered bike lane on Longview Street 133 4) Release of environmental document for the Bob Jones Trail: Octagon Barn to Los 134 Osos Valley Road 135 5) Bike Rodeo on Oct 1 136 137 Public Comment: Myron Amerine thanked staff for adding sharrows and new signage on 138 Morro, Mill and Islay as part of the new street paving 139 140 CM Kienow asked that a presentation on sidewalk riding be placed on the next agenda. CM 141 Brooks asked that an item on parklets be placed on the next agenda as well as next year’s 142 paving projects. CM White presented an info sheet on e-bikes on buses and it was agreed that 143 it would be a staff item on the next agenda. CM Huddleston asked for an item to discuss the 144 informal path from Sinsheimer Elementary School to the RRST. Bicycle Advisory Committee Bylaws ARTICLE 1. PURPOSE The purpose of the Bicycle Advisory Committee is to provide oversight and policy direction on matters related to bicycle transportation in San Luis Obispo and its relationship to bicycling outside the City. ARTICLE 2. COMMITTEE MEMBERSHIP AND TERMS OF OFFICE The Bicycle Advisory Committee shall have seven members appointed by the City Council to staggered terms of four years. Members must be residents and registered voters of the City. Committee members will serve at the pleasure of the City Council. Any Committee member may be reappointed, provided no appointee serves more than two consecutive four-year terms. A member who has served two consecutive four-year terms can be reappointed after a one year absence from the Committee. ARTICLE 3. OFFICERS The officers will consist of a Chairperson and Vice-Chairperson who will be elected annually at a regular Committee meeting in each calendar year. The Chairperson will preside over all meetings of the Committee and perform such duties as directed by the Committee. The Vice-Chairperson will serve in the absence or incapacity of the Chairperson. ARTICLE 4. MEETINGS 1. The Committee will hold a regular meeting at least quarterly. The meetings are generally held the third Thursday of every other month (January, March, May, July, September and November) at 7:00 p.m. in the Council Hearing Room, City Hall, 990 Palm Street, San Luis Obispo, California. All meetings will be open to the public. 2. The Chairperson or any four members of the Committee may call a special meeting, provided that a week's prior notice is given in writing to each member. 3. A quorum will consist of a majority of established Committee members. 4. All actions of the Committee will be decided by a majority vote or consensus and will be directed through the Chairperson. 5. All members present must vote, except when abstaining due to a declared conflict of interest. A failure or refusal to vote when present (except for a declared conflict of interest) will be construed as an affirmative vote. 6. Any member with a declared conflict of interest will not vote or participate in any discussion of any item or in any manner attempt to influence the decision on that item. The following table presents the Committee’s draft goals which are aligned with current City Goals. The projects are ranked in order of importance from most to least desirable to fund. The City-to-Sea trail continues to be a high priority for residents. Additionally, SLO County is moving forward with its section of the trail which will increase the desire for the crossing. Completing these projects as part of other construction projects results in substantial cost savings. Broad Street Class I- Design and construct a Class I bikeway from Damon This project has been requested by neighborhood families that have difficulty crossing Foothill as they walk and bicycle their kids to school. This project will improve bicycle access to Laguna Middle School. This goal is to provide an off street option for bicycle access from the N Broad neighborhood to Laguna Middle School. The goal will work in conjunction with the Oceanaire Connection to Madonna Inn. Constructing this bikeway connection ahead of development will provide an important east/west bikeway connection and alternative to Tank Farm Road during the Chevron remediation efforts. This project has been requested by residents from throughout the community. This bridge will provide a connection from downtown to the Johnson Avenue and Ella Street neighborhoods via the bicycle facilities recently constructed at French Hospital. Bicycle boulevards are facilities that bicyclists of all abilities feel comfortable using and therefore increase ridership. In conjunction with the Prado Road Class I bikeway, this segment provides an alternative route to the busy Broad Attachment 3, Page 2 of 3 Page 3 of 3 Garcia sports fields to Rockview Place US 101 Crossing Improvements- Improve bikeway crossings of US 101 between Marsh and Madonna Street corridor. The intent of this goal is to improve east- west connectivity of communities west of the US 101 to the east side of the freeway. PROGRAMS Bicycle Safety Education: Maintain $7,500 in annual funding Ped/Bikeway Maintenance: Maintain $60,000 annually for bicycle and pedestrian facilities Educating the public on cycling awareness and safety reduces collisions. Goal supports Grand Jury goal of promoting safe cycling. Performing pavement maintenance and weed control on pedestrian and bicycle paths will increase the life of these facilities and reduce the risk of accidents.
