Consideration of the Minutes of Regular Meeting on August 10, 2016 as Amended MOTION BY VICE CHAIR KINCAID, SECOND BY COMMITTEE MEMBER CROTSER, CARRIED 6-0 to approve the minutes of the Jack House Committee for the meeting of 08/10/2016. 2. Consideration of year end and August financials 2016 Financial Reports MOTION BY VICE CHAIR KINCAID, SECOND BY COMMITTEE MEMBER UPDEGROVE, CARRIED 7-0 to accept Financial Reports of the Jack House Committee at the meeting on 09/14/2016. Committee Comments followed. Member Kincaid asked about the logging of merchandise sales seemed to be in the wrong location. Recreation Manager Melissa Mudgett responded that an internal adjustment was made to correct. Committee Member asked for clarification of the mailing and storage charge for $48.29. Staff Setterlund to provide receipts to next meeting. Member Crotser suggested changing the format of the budget to consolidate and make clearer and offered assistance. PUBLIC HEARING / BUSINESS ITEMS 3. Discussion to update new policy for private events Jack House Committee MINUTES 2 Member Papp lead the discussion about the unclear policy for private events and recommended policy updates to reflect current practice and further recommended a fee increase for rentals. Recreation Manager Melissa Mudgett responded that the City is undergoing a fee assessment study and the Committee could consider this as an Advisory Body goal for the 2017-19 Financial Plan. Staff Mudgett added that the Committee has priority of use and should annually reserve Jack House dates in advance. Public Comments: None MOTION BY VICE CHAIR KINCAID, SECOND BY COMMITTEE MEMBER UPDEGROVE, CARRIED 7-0 to move to have the committee develop an annual schedule for events and activities at the Jack House and that the Committee has first right of refusal for all use of the Jack House and the Jack Gardens. AYES: Settle, Kincaid, Crotser, Gordon, Mills, Ulz, Updegrove NOES: ABSTAIN: ABSENT: 4. Discussion to discontinue Jack House closure to the public during events This topic was discussed as part of Agenda Item 3. 5. Determine Action steps to reduce humidity in Jack House Member Ulz stated she doesn’t have anything formal to propose. She was approved to purchase hobos but she needed to speak with Staff Setterlund for the purchase. Member Papp added that there is a serious problem with plaster flaking off in boys’ room from water damage. Further discussion on this item was deferred to a future meeting. Public Comments: None 6. Approval to host the Californian State Standard Flower Show in the Jack House Garden 3 Member Gordon stated his desire to propose the event at the Jack House. Garden clubs will be here in June of 2017, and his proposal is that the Garden Clubs agreed to have a state standard flower show at the Jack House. There would be lunch in the garden and after lunch the garden club would leave and the Jack House would have the ability to profit from the show being open to the public. It is proposed to be on Wednesday, May 31st, 2017. Member Ulz suggested working with the docents to mitigate risk of introducing water and plants to the collection. Public Comments: None MOTION BY MEMBER ULZ, SECOND BY COMMITTEE MEMBER CROTSER, CARRIED 7-0 to approve hosting the California State Standard Flower Show in the Jack House, Garden, and Carriage House. AYES: Settle, Kincaid, Crotser, Gordon, Mills, Ulz, Updegrove NOES: ABSTAIN: ABSENT: 7. Discussion to Develop a Deaccessioning Policy of Non – Jack Family related items from the Collection Member Papp presented to the Committee a concern about deaccessioning items from the collection. Currently, there is no deaccessioning policy in place. Member Papp added that many of these items collection throughout the year do not have historical Jack Family significance and should be removed from the collection. Member Mills said the period was one of great change and the items may or may have not belonged to the family but still add an important essence to the house. Member Crotser suggested identifying items that are not Jack items and manage separately. Member Ulz stated that the collection needs to be managed, and the Committee should be responsible managers of the collection. She also added that the Committee should be aware of how “items” are interpreted to tell a compelling story to the public about the Jack Family. The decorators are also a large part of the history of the house, how the house was saved and how the house became valuable to the City. 4 Committee Members recommended identifying items that are non-Jack and deaccession them which allows the City to not insure them but not remove these items. MOTION BY MEMBER UPDEGROVE, SECOND BY COMMITTEE MEMBER CROTSER, CARRIED 7-0 to identify and items that are Jack family, decorator- chosen, and interpretative/educational items. Staff Report for Parks and Recreation Updates  Start of school year means the Parks and Recreation Department is busy!  The Bike Rodeo is on October 1st  Next Thursday, September 22nd, is the volunteer appreciation dinner and the Jack House will be open for first 45 minutes for tours  Sept 24th there is a kids adventure scramble course at the golf course  End of October, Boo Bash, formerly Munchkin March, will be held at Meadow Park 9. Jack House Docent Activities See attached report. Settle suggested have docent reports in packets ahead of time, Papp agreed to work with Dave to do so. 10. Friends of the Jack House See attached report. 11. Sub-Committee Reports 5 a. Strategic Planning Member Crotser sent updates through email and nothing has happened past that. b. Carriage House Accessibility Still on hold c. Collections, Use & Handling Policy Friends of the Jack House approached members of the committee and wanted them to request clarification of the city’s funding commitment to funding care in the next report. Ask the committee to take up at future meeting to understand as a subcommittee. 12. Member Comments/Communications/Reports Vice Chair Kincaid gave a very detailed history of pickleball and expressed her love for the sport. She also thanked James for the neatness of his additions to the carriage house, for all the other items in it are trash and clutter which need to be attended to. Member Mills promoted his Opera SLO event. Member Gordon said the Vocal Arts is starting their 40th season at the Masonic Lodge. Chair Settle mentioned the desire to have a future discussion on moving furniture and the decision of interior decorator ownership as time moves on. She added that the grafted tree is doing well and Joe Sable had asked where the committee would like the tree stored.
