HomeMy WebLinkAbout12-13-2016 Item 18, CooperUNCI 64 UA Honorable Mayor Harmon and Council Members, my name is Allan Cooper and I reside in San Luis Obispo.$'` With regards to Lake Nacimiento: The California State Water Resources Control Board undertook last October an analysis of hydrologic conditions including reservoir inflow for the Water Year (WY) 2017, 2018, 2019 on projections based on actual WY 2013, 2014, 2015 conditions respectively. Their analysis indicates that by the end of Water Year 2018 Nacimiento will have remaining 6,710 acre feet of water (see the table on your overhead), 3,590 acre feet below "dead pool". This means that we will be going into October 2019 totally reliant on Whale Rock water. But no one has done a similar projection for Whale Rock and we therefore cannot, at this point, assume we will have ANY water available to us at that point in time. Your model projects that you have a greater than five year supply of water. However, so far Nacimiento has received 2.45 inches to date, only 0.38 inches over what we received last year. There is no question but that we should have a plan in the event that California State Water Resources Control Board projections come true. I do not mention Salinas Reservoir water, groundwater or recycled water because these amounts are negligible as compared to water we receive from both Nacimiento and Whale Rock. The Alliance for Water Efficiency put together a report back in January 2015 stating that the City of San Luis Obispo's water demand offset program which began in 1990 ended in 2005 due to the city obtaining a new water supply source (i.e., Lake Nacimiento). While in effect, the program required a 2:1 offset for new development and relied on toilet replacements as the primary demand reduction mechanism, although other efficiency measures were reportedly allowed and utilized. In light of the worst case three year projections the State now has for Lake Nacimiento, it is time to reinstitute this water demand offset program that we abandoned back in 2005. Thank you!
