Bicycle Advisory Committee
Council Hearing Room, City Hall, 990 Palm Street, San Luis Obispo
Thursday, September 15, 2016 at 6:00 p.m.
MISSION:
The purpose of the Bicycle Advisory Committee (BAC) is to provide oversight and policy
direction on matters related to bicycle transportation in San Luis Obispo and its relationship to
bicycling outside the City.
ROLL CALL:
Randol White (chair) called the meeting to order at 6:04 p.m.
Present: Randol White, Howard Weisenthal, Catherine Riedstra, Lea Brooks, Ken Kienow,
Paula Huddleston (arrived at 7:06 pm)
Absent: Jim Woolf
Staff: Transportation Manager Jake Hudson, Active Transportation Manager Adam Fukushima,
Recording Secretary Lareina Gamboa
PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA: None
MINUTES: July, 21, 2016
Action: CM Randol White moved to approve the minutes as submitted. CM Riedstra
seconded the motion. The motion passed with a vote of 5, and one abstention from CM
Weisenthal due to his absence at the last meeting. CM Huddleston was not present for the
vote.
PRESENTATION ITEMS
Agenda Item # 1: Removal or Improved Bollards - Myron Amerine
Amerine presented a photo presentation of poor bollard examples that SLO needs to avoid, or
make improvements to.
CM Weisenthal suggested future bollards be held up to the national standard and that existing
bollards be repaired or modified over time.
Adam Fukushima informed the committee of the updated standards. Old bollards will be
reviewed for improvements or removal, and new bollards will only be implemented if they are
the only option.
CM Brooks suggested bollards be added to the Minor Bike Project list. She stated that Andrews
Street needs improvement due to the pavement decay, steepness, and bridge width.
Public Comment:
Gary Havas, resident, and tricycle rider, asks that the wider wheel sets of trikes be kept in mind
when new improvements are being made.
Amerine agreed with CM Brooks' suggestion to remove the bollards on Andrews Bridge.
Agenda Item # 2: State Route 227 - Jeff Brubaker
Brubaker presented the state route 227 corridor study. It aims to solve congestion side street
access, and multi-modal access and safety in the corridor that starts at Tank Farm Road and
heads south. A roundabout corridor from Farmhouse Lane continuing south is proposed as well
as three more roundabouts which allow the number of lanes on SR 227 to stay as is.
Suggestions of rumble strips from Tank Farm road to Price Canyon road were made and Edna
Price Canyon Trail, starting in the city heading to Los Ranchos, was made a short term, top
priority goal. Brubaker stated that the corridor study would be released soon for public review.

ACTION ITEMS:
Agenda Item #3: City Budget Goals, Draft BAC Recommendations
Staff discussed the process for drafting goals and submitting them for Council consideration in
the next budget cycle.
Public Comment:
James Park, resident, wants the Orcutt cycle track plan implemented.
Kim Bisheff, resident, is pushing for continued support for more safe routes to school, as well as
more bike boulevards. Bisheff also wants to encourage new ideas to connect Broad and Marsh
streets on the North side of the freeway, as well as a new path or a way to bypass the
Marsh/freeway entrance all together for the Madonna bike path.
After Committee discussion, the following draft goals were agreed upon:
Projects
Railroad Safety Trail (1. Class I connection from the Railroad station to Sacramento, 2.
Pepper street to the train station, 3. Jennifer street bridge to Iris street)
Bob Jones Trail (1. bike path extension from Los Osos Valley Road to the Octagon Barn,
2. Grade separated crossing of Los Osos Valley Road at Hwy 101, 3. Prefumo Canyon
bike path from Target to Calle Joaquin)
Miscellaneous bicycle Facility improvements
Oceanaire Connection to Madonna
Class I connection between N. Broad Street and Madonna Bike Path
Prado Road Class I Path
Sinshiemer Park Pathway
Penny Lane Bridge
Islay Bicycle Boulevard
Broad Street Class 1 Path
US 101 crossing improvements between Marsh and Madonna
Programs
Bicycle Safety Education
Pedestrian/Bikeway Maintenance
Staffing
Maintain Active transportation manager
CM Riedstra moved to recommend the list of draft goals. CM Brooks seconded the motion.
The motion passed unanimously.
Agenda Item #4: Rough Pavement Following Caltrans Resurfacing Work
Due to the lateness of the hour, CM Weisenthal motioned to move the agenda item to the next
meeting. CM Riedstra seconded the motion. The motion passed unanimously.
ANNOUNCEMENTS:
CM Brooks announced she is working with Parks and Recreation on having another trail
maintenance day. Day to be announced in the future.
On the minor bikeways wish list, CM Brooks requested the following projects be added to the
list:
1) flip the stop signs on Pismo and Morro Streets to prioritize the bike blvd.
2) Removal of bollards on the path behind the Monday Club
3) Special delineation between the bike lane and travel lane on the southbound curve
of S. Higuera to Madonna Road.
4) Install “Bikes May Use Full Lane” signs and sharrow on Chorro Street between
Monterey and Palm
5) Install a refuge island for bikes at Orcutt and Sacramento intersection
Active Transportation Manager, Fukushima, announced the following project updates:
1) Bollard removal on the Jennifer Street bridge
2) Bike slot completion at Highland and Ferrini
3) New buffered bike lane on Longview Street
4) Release of environmental document for the Bob Jones Trail: Octagon Barn to Los
Osos Valley Road
5) Bike Rodeo on Oct 1
Public Comment: Myron Amerine thanked staff for adding sharrows and new signage on
Morro, Mill and Islay as part of the new street paving
CM Kienow asked that a presentation on sidewalk riding be placed on the next agenda. CM
Brooks asked that an item on parklets be placed on the next agenda as well as next year’s
paving projects. CM White presented an info sheet on e-bikes on buses and it was agreed that
it would be a staff item on the next agenda. CM Huddleston asked for an item to discuss the
informal path from Sinsheimer Elementary School to the RRST. The committee agreed that
there may not be enough time to include all of these items in the next meeting but that the
timeliest items come up first and the rest for future meetings.
ADJOURN:
CM Reidstra moved to adjourn the meeting at 8:38 p.m. to the next regular meeting of
November 17, 2016. CM Huddleston seconded the motion.
The motion passed unanimously.
