I will be unable to attend the Tuesday, January 17 meeting but would like to comment on two issues.
Item 14: Safety Enhancement Zone Amendment
As someone who lives in Monterey Heights and also owns three rentals in the same neighborhood, I would like
to register my support of the amendment. Most of the students are good neighbors but a few ignore the
responsibilities that go along with off campus living and abuse the privilege. Noise is the biggest complaint of
neighbors. Please do not remove "Noise" from the proposed amendment.
Noise is the first indication that a party is going out of control. Noise occurs long before the roof collapses, the
assault takes place, the fight breaks out, etc. If a party can be warned when the noise is a nuisance but before it
gets out of hand, I believe that many of the more egregious problems could be avoided.
Item 15: Voluntary Party Registration
I think that a party registration policy would be great. However, I would like to make a few suggestions
regarding implementation. If the registered parties could be plotted on a map, the Cal Poly Police (not City
Police) could plan a route so that they patrolled the party sites frequently from 10 PM to 3AM. This would need
to be done by designated Cal Poly Officers who had no other duties so that the entire party time and route could
be monitored. Multiple parties seem to be held in close proximity. The Cal Poly police could also warn non-
registered parties on the route so that they do not receive citations. With a police presence, students could more
safely get home after the party.
If the university took a proactive approach to the student parties and noise, the neighbors would not have to call
in to report the noise disturbances. What happens if an officer can't respond quickly to a party. When does the
20 minutes start? Does the same neighbor have to call in a second time? What if the second call comes in 26
minutes later? Why do neighbors have to monitor the behavior of students? This should be the responsibility of
the Cal Poly Police. If Cal Poly Police helped teach these students to be responsible city dwellers and neighbors,
it would go a long way to healing the rift between town and gown.
