San Luis Obispo, CA 93406 January 17, 2017 Re: Item 15, Study Session — Voluntary Party Registration Dear Mayor Harmon and Members of the Council, Residents for Quality Neighborhoods has some reservations about the benefits versus the monetary and man-hour costs of a party registration program. However, we are willing to support staff's proposal to implement a 9 -month Trial Party Registration Program in order for staff and the community to determine if this is or is not a valuable program for San Luis Obispo. Although we support SLOPD's recommendation, we do have a few concerns about the benefits versus the costs of such a program. Our concerns include the following: 1. Unlike other cities and schools in the study, San Luis Obispo already has a robust warning system. We are curious if the additional time and effort expended in administration of the program will result in a sufficiently significant increase in compliance to justify the costs. 2. Officers may not be available to respond if the party has not quieted after the warning call from Dispatch has been made and a second call is received. 3. Dispatchers may not have time to make the call. 4. What happens if Dispatch makes the call, but no one answers. Do the 20 minutes begin when the call is made whether it is answered or not? Despite the above concerns, RQN supports the recommended trial period of no fewer than nine (9) months. Additionally, if the trial is successful and such a program is instituted, we hope that regular monitoring will occur to verify that it continues to result in lowering both the number of noise complaints and the adverse behaviors that can accompany large parties.
