I have volunteered over the last several years as a member of the City Wellness -Civility Working Group that after a two year effort published a report with discussion and recommendations for improvement of City wellness and civility in residential neighborhoods.) am currently a voting member of the Student Community Liaison Committee (SCLC) as a community member at large. The increasing student enrollment at Cal Poly and Cuesta College drives a subsequent increase in residential rentals in neigh borhoods.The extraordinary 60+/ number of rental rather than owner occupied residents to meet Cal Poly and Cuesta College housing (especially absentee ownership rentals) have contributed to the various types of neighborhood disturbances that occur throughout the academic year. March is especially problematic with St. Patricks Day and the unfortunate perception by college age adults of this day as an excuse to over indulge in alcohol consumption and claim Irish cultural ties is sad and unfortunate. The resulting celebrations in neighborhoods through most of March makes for a definite need for Safety Enhancement Zones and time periods. All violations associated with Safety Enhancement Zones and time periods must be maintained to respond to all of the activities associated with neighborhood disturbances and erosion of residential neighborhood civility and wellness. Please review the City Wellness -Civility Working Group report and recommendations to help you understand the history, challenges and progress of the residential neighborhoods in the area of wellness and civility. This report is a road map for city efforts to address these issues. The Student Community Liaison Committee continues to use this report as a template for discussions and creative ideas to maintain a dialogue and seek solutions for civility and wellness progress in residential neighborhoods.
