1. AESTHETICS The removal of 55 large established trees is a significant aesthetic
degradation of the visual and auditory character and quality of the site and surrounding
neighborhood. There is no mitigation for this LOSS OF URBAN FOREST.
4. BIOLOGICAL RESOURCES Loss of habitat for over 20 species identified on the Federal
Migratory Bird Treaty Act including the white-tailed kite identified as fully protected by the
State of CA and a local species of concern are significant. There is no mitigation LOSS OF
HABITAT IN THE PACIFIC COAST FLYWAY.
5. CULTURAL RESOURCES The repositioning of the Master- listed Sanford House lower and
towards the corner subjects the House to potential degradation in the event the R4
property between the house and Palomar is developed.
9. HYDROLOGY is this adequate in light of the two recent events?
12. NOISE 150 Occupants in the unaffordable by design luxury student apartments with
inadequate on-site parking. The age group is very active an night with the honking of car
horns due to remote key doors and apparent need to yell when coming and going. This
noise is not sustained so as to be enforceable as noise violations but in presents a
significant degradation in peace and tranquility.
13. POPULATION AND HOUSING While the project itself will displace 7-10 individuals, the
impacts will extend beyond the property causing further overturn of family occupied
houses to high density student rentals due to degradation of neighborhood wellness
14. PUBLIC SERVICES The Police maps verify the high number of calls for this area, not just
noise but more and more for trespass and vandalism by drunk students entering or trying to
enter homes. An additional 150 students will have a significant impact upon the utilization
of police resources.
15. RECREATION Outdoor area, can you say ST. FRATTY's Day.
15. TRANSPORTATION Additional cars, bikes and pedestrians in an area with insufficient
parking and a multi -modal flow that leads to the dangerous intersection of Palomar at
Ramona with no traffic study. Loss of parking on Palomar due to addition of 2 driveways
into the underground parking.
18. UTILITIES Southern California Gas has issued two advisories since December 18th as to
limited availability of natural gas locally, advising that major appliances not be used. The
project should require solar be installed and not just plumbed.
A well designed family friendly development that respects the historic house and natural
resources would be an asset to both the neighborhood and larger community.
