Do not change it. Repeal it now. I plan to attend the meeting on the 16th regarding the very unpopular Rental Inspection Program within the city. Two new council members and the new Mayor have expressed concern about this ordinance which resulted in their election. The candidates expressed their desire to repeal the ordinance. After passage of the ordinance, subsequent town hall meetings held to provide orientation for the new program, a strong majority of San Luis Obispo residents opposed this ordinance. When asked by city staff who is in favor raise your hand (no one), then who is opposed, 100% of the audience raised their hands during the meeting I attended in the Library Community Room. Random inspections of properties is against California civil code. Use and enforce the existing ordinance requiring a business license for landlords. The application involves an inspection of the property. No excuses now, the city does have data related to owner occupied houses. The city knows which properties are rentals. Require business licenses for rentals and leave the law abiding landlords alone. Use code enforcement for those properties reported as possibly being out of compliance for safe occupancy instead of randomly inspecting all homes in 3 year cycle.
