Dear Council Members,
Below is an email that I sent to Jan Marx (mayor at time), which was forwarded to the prior council. I have also
attached the notice of violation and pictures that were sent to my owner. It was and still is extremely
disheartening that I did not receive a single response from ANY of our elected officials regarding such an
important matter in our community. I am attempting to forward it again, in hopes that I receive a better
outcome with our newly elected officials. I can be reached at the information at the bottom of this email.

I am writing to you today as I feel you need to be informed on how the city staff is handling enforcement in our
town, which you have single handedly held a very strong stance on. As a manager in town for almost 16 years,
I find it very disheartening to get emails like what you will read below from my property owners, who are
investors and taxpayers in our community. While it goes without saying, this property has had a small share of
issues in the past, however I have a wonderful set of tenants now and based on the last set of pictures and
notice of correction (see attached) I received from Mr, Liddell, I do not see any issues that are causing a
"nuisance" or "public disturbance" that are going to set this town up in flames. I am absolutely disgusted on
how city staff is abusing its power and targeting specific properties and neighborhoods. I have already had
one sit down with Mrs. Purrington regarding concerns about the program, including Mr. Liddell. I will personally
see that I make it my mission to drive around ALL neighborhoods here in town and note every single little issue
at every property and email reports daily with complaints and pictures. I have a feeling many homeowners in
town who are not being cited for not taking care of their properties who NEVER get a single complaint from the
neighborhood code enforcement will not be happy, along with many other home owners and tax payers in
our community. I know my colleague and friend, Susie Brans sat down with you recently to talk about the
program, and I am CC'ing her on this email as well. If you would like to have another meeting, I/we are open
to that. I hope you take the time to think about what is happening in our community due to the decisions that
have been made on your part and the city council. I look forward to hearing from you.

Hi Amanda:
We received this ridiculous notice of code violation from the City. Let's fix what need to be
fixed. However, I truly believe we should complain and send a request for director's review. This is nit-
picking for someone who has nothing better to do. It is a pure waste of public funds. There is an above rule of
reasonableness that supersedes the implementation of laws. What these inspectors are doing is simply not
reasonable. They are interpreting laws with their own interest to save their jobs and justify their salaries. There
is nothing in what they indicated that is a hazard to anyone, an obstruction, a unpleasant sight or anything that a
common person will even notice. if we do not object to these types of behavior from zealous inspectors, you
will soon have no business. I am already thinking about selling the house and moving elsewhere. I am sure
other property owners are thinking the same.

Notice to Correct Code Violation(s)

Dear Property Owner,
On September 22, 2016, City of San Luis Obispo Community Development Department staff noted the
following violations of the San Luis Obispo Municipal Code or other relevant codes at the above listed
address:
1) SLOMC§ 17.17.040: Visible Storage -prohibited
Parking, storage, stockpiling, or maintenance of any of the following items on private property
must be screened from any public right-of-way, except as provided in subsection D of this
section, Objects and activities will be considered "screened" when they are either (1) not visible
from a public right-of-way or (2) behind a solid six -foot -high fence, wall, or hedge where such
fence, wall, or hedge is otherwise permitted by zoning and building codes.
Inspector Comments:
All items visible from public right-of-way. See attached pictures.
2) SLOMC§ 17.17.070: Fences
All fencing that is visible from a public right-of-way shall be maintained so that fencing
materials and support are structurally sound, with no missing material. (Ord. 1277 § 2 Ex. A,
1995)
Inspector Comments:
All fencing visible from public right-of-way needs to be repaired or replace. Multiple broken
staves (boards) on fence line. See attached pictures.
We request that you voluntarily take action to correct the above noted violation(s) no later than
10/09/2016. These violations constitute a public nuisance and must be abated to prevent the issuance of
an Administrative Citation and FINES in accordance with SLOW Chapter 1.24. Any person having a
title interest in the property may request a Director's Review of this Notice by completing the enclosed
Request for Director's Determination Form (attached) and submitting it to the City of San Luis Obispo,
Code Enforcement Supervisor, 919 Palm Street, San Luis Obispo, CA 93406. The interpretation of any
code relevant to this Notice shall be deemed final unless an appeal is filed within 10 days. Municipal
Code violations may be charged as infractions or misdemeanors and are punishable by fine.
