I argued against it when it was passed and haven't changed my position. I own rental property in the city of San Luis Obispo. It is an old home built in 1920, but I do my best to keep to up. I have always charged modest rent and respond quickly to issues. I've only had 2 tenants, each staying for10 years plus. I passed on the costs of this program to my tenant, making the property less affordable. I haven't received notice for an inspection yet, but I'm not looking forward to the interruption and intrusion for myself or my tenant. I expect that I will be cited for something, as old houses do have issues, but can't anticipate what it will be. I'll deal with it when the time comes. I really think it makes far more sense to educate landlords on standards they must adhere to and use a complaint driven system for reporting them when they do not. The standards could be provided at the time business license renewals are sent out, with links to a web site if needed. Complaint lines could be anonymous if there is a concern people won't report. It would be less costly, keep rents lower and pose less of an imposition on landlords and tenants.
