The purpose of this memo is to clarify financial planning assumptions relative to the 2017-19
Financial Plan and code enforcement activities in the Community Development Department, given
Council direction to bring forward an ordinance to repeal the Rental Housing Inspection Program
(RHIP).
In light of that direction, staff has revised assumptions about baseline revenues and expenditures
for code enforcement for the 2017-19 Financial Plan. Specifically, the baseline budget for
Community Development will not include any RHIP revenue or expenditures. The ongoing costs
associated with the four positions (supervisor, administrative assistant, and two technicians) will
not be included in the updated Five -Year Fiscal Forecast that will be presented to the Council
during the Strategic Budget Meeting scheduled for April 18, 2017, nor will revenues previously
associated with this program.
Staff is in the process of fully assessing the phase-out and completion of RHIP activities, and
reallocation of related workloads in that program. Staff anticipates that this process will be
complete by June 30, 2017, and is continuing to evaluate staffing needs between now and the end
of the program. The City recognizes its obligation to meet and confer over impacts on wages,
hours, and/or working conditions of employees affected by this program elimination, and is also
working with the affected employees to enable as smooth of a transition as possible.
