Subject: Pilot Party Registration Program suggestion before approval
Hello SLO City Council,
Firstly, I would like to thank Chief Officer Cantrell, Christine Wallace and the rest of those involved at the SLO
Police Department for the design and creation of this Pilot Party Registration program. I truly believe that this
program will be effective in reducing the need for additional resources from the police department to control
neighborhood civility, but it will also help build community communication and a mindfulness of neighbors
wellbeing.
Over the past several months, the Interfraternity Council met with Christine Wallace among others to help
design many aspects of the program. We described what would meet our needs if the police department were to
design such a program. I am confident in saying that many of the contributions we made to the program's design
ended up in the version presented to you today. It will surely make significant positive contributions to San Luis
Obispo, however I think certain policy aspects of the program hinder the program from reaching its full
potential.
It is both in the individual's best interest and the community's best interest for the individual to register an event
through this program. It provides benefits to both parties involved. The program should encourage its utilization
as much as possible, and should be easy to access to encourage its usage moreover. It makes sense to allow an
individual to register an event through an online form, similar to several other party registration models which
we analyzed, to encourage the program's use. Although I feel this important, I understand if this is an addition
made to the program later on its in development.
What should be addressed and changed tonight however is what prevents an individual from registering an
event. The policy which limits someone to receive two warnings in a nine month period is extremely
constricting. Obviously abusers of this program should not be allowed to continually access its benefits, but it
should not be confined to only two warning calls within a nine month period. Punishing those who are
reasonably utilizing the program does not make sense to me. It is a positive result when a call from this program
is made - the police force used very little resources to resolve a community issue. By limiting the opportunities
for this program to be utilized, you are saving less policing commitment. And within a nine month period means
2 very far apart events could cost the individual the opportunity to use the program which saves police time.
I would recommend increasing this limit to 3 or 4 events within the nine month period. Another alternative
would be shortening this period to 3 or 6 month time periods.
As mentioned, this program is a benefit to both parties and to ensure its success we should promote its usage as
much as possible while making it as easy as possible to access.
