Dear Mr. Johnson,
The Downtown SILO Board of Directors wishes to express their support for the suggestions in
the draft fee study with the exception of one consideration. Upon analysis of the draft by our
Issues Evaluation Committee, our organization would like to request a 100% cost recovery for
appeals filed by both applicants and non -applicants. The current fees are much lower than the
actual cost of the services rendered by City staff and the residents of our city are bearing that
cost unfairly and often in ways beyond just the appeal itself.
The choice to appeal a project for an applicant or non -applicant is a costly endeavor to be sure
but an appellant should recognize that their decision to pursue such an action has broad
consequences including costs for city staff, developers, neighborhood groups and our elected
representatives. Recovery of hard costs, calculated with time tracking and accepted hourly
billing rates, should be the burden of an appellant and not of the public that does not
necessarily agree with the submitting party.
Downtown SLO appreciates the effort of our City officials and staff to ensure that fiscal
responsibility is accounted for in the essential functions of building this community and the
opportunity to provide our aforementioned comments. Through democratic participation and
transparency, there is no doubt that this study will prove to be fruitful for all SLO residents.
