As a result, a study was funded and a plan was made to resolve this safety problem that affects pedestrians, cyclists and bus riders. We are grateful for the progress that has been made, and we understand that change comes slowly and finances are tight. But we continue to hold our breath every day as we watch children sprint across four lanes of Foothill traffic to get to and from school. When we saw the recommendations from the CIP Review Committee, we were disappointed to see that the Foothill/Ferrini crossing was not recommended for funding in this cycle. I would like to encourage City Council to reconsider this recommendation and prioritize this Safe Route to Schools project. The City can’t finance every worthwhile project, of course, so I’d like to suggest that this crossing take the place of the Penny Lane project, which was recommended for funding. While Foothill/Ferrini would create a permanent solution to a transportation problem, Penny Lane is a temporary fix to a connectivity problem that already has a workable alternative (Jennifer St. bridge). And there is a plan in place for a more comprehensive, permanent solution to that problem when the budget allows. If we hope to move closer to the LUCE objective of 20 percent mode share, we need to create conditions that make more parents and children feel safe walking and biking to school instead of driving. Putting a safe crossing at this intersection is a big-bang-for-your-buck step in that direction. Thank you, Kim Bisheff 1
