Subject: SOUTH BROAD STREET AREA PLAN IDEAS
Hello Mayor Harmon and City Council members,
I know that you are aware of the concerns the Lawrence Drive property owners have regarding
the safety of Broad Street traffic speeds and safe pedestrian crossings of Broad Street. I am
proposing that you consider an installation of a HAWK Beacon (High-Intensity Activated
crossWalK beacon) to be situated somewhere along Broad Street to assist in pedestrian and bicycle
crossings. I believe we all can agree that not having a pedestrian and bicycle crossing between
South Street and Orcutt is unsafe. Please review the information below and consider adding this
to a future agenda.
The use of a HAWK system was developed in Tuscan, Arizona and installed in 2000. The U.S.
Department of Transportation 2010 study (see link), concluded that:
· A 29 percent reduction in total crashes, which is statistically significant at the 95 percent confidence level.
· A 69 percent reduction in pedestrian crashes, which is statistically significant at the 95 percent confidence level.
· A 15 percent reduction in severe crashes, which is not statistically significant at the 95 percent confidence level.
