I was at the meeting and there was good discussion and public comment. I will not be able to attend your meeting. I still have some concern over the owner occupancy as I stated at the PC. I am in full support of the "hardship provision" but I'm not sure one year is enough. I would like to see a minimum of two/three years depending on what may be creating the need for the hardship. Depending on how one may receive a property upon death, it could take a few months in probate or if there is a will or a trust that to, may take some time to clear up and move forward. The heirs to a property may not be on the same page, sometimes there are a number of heirs that may need to decide what to do. I think it would be especially hard on anyone that does not live here to make a quick decision on what to do. Not to mention possible tax implications to deal with. If one of the properties is used as a rental, then are you now selling an investment property and personal property ? In the case of a job relocation, it could be temporary. Maybe having some sort of evidence that an owner is returning after a year or longer could be considered. For instance, many college professors have those types of opportunities and I'm sure in this global workforce world it may be more common than we are aware. Maybe a need to go longer than a year could be a "Directors Approval" process. I am not in favor of any property that is utilizing an "ADU" to sit vacant. Not much good comes with long standing vacant property. Personally, I don't think we will see a huge increase in ADU's so I'm not sure if the City will actually be dealing with much of this.
