Barnes Clerk: Julius Krebs On March 4, 1876, Governor William Irvin signed “An Act to incorporate the City of San Luis Obispo.” (Senate Bill No. 396 Graves) The municipal election was to be held on the first Monday in April with the first meeting of those elected on the first Monday in May. There was now to be a Common Council of five with a separate office of Mayor. Other elected officials were the Assessor, Marshal, Tax Collector, and Police Judge.
