I think this is a critical opportunity for the public to bring to your attention issues and items that you would otherwise not be aware of or likely ever even consider. I urge you to keep this public comment period at the beginning of every council meeting! To move this to the end of the meetings would be telling the people that you don't care what their thoughts or concerns are! Who would sit around until 10 pm or often later to avail themselves of this valuable opportunity? And one would never know what time to show up as there would be no time certain dedicated to this opportunity. If you really feel the need to shorten the time allotted to this endeavor, then perhaps cut back each person's time to 2 minutes - but no less. Having spoken to council on many issues thru the years, even 3 minutes seems a very brief time to get one's point across, so two minutes should be the minimum you would reduce each person's time to speak.
