The typical escrow period is 30-45 days and sometimes shorter. Inspections do not typically take place until a buyer is a week or more into escrow. I believe the 7 business day period for staff to make a determination on whether the code section applies is necessary as many buyers will be reluctant to remove contingencies until they know if the lateral passes inspection. If a lateral is found to be defective, the ability to obtain a permit, schedule with a licensed plumber for replacement and complete repairs prior to close of escrow will have a detrimental and burdensome effect on real estate transactions. This requirement will cause unnecessary delays in close of escrow and affect a buyer's interest rate lock period. This does not just hamper the real estate community; it harms anyone buying or selling a property. If you adopt this ordinance, please remove any requirement that repairs be completed prior to the completion of the transaction. Thank you! Regards, Graham Updegrove
