1 am urging you to recommend the following option: Increase the total time allocated at the
beginning of the meeting to allow for more speakers. I am urging you to schedule an open-
ended time period and allow everyone a full 3 minutes. Cutting back speaker time to 1 or 2
minutes is unreasonable.
My reasoning is based on the following (obtainable by reviewing the minutes posted on line):
Over a period of 12 months and 22 meetings, the average number of public comments on topics
not on the agenda averaged 8 (see below). However it is not conclusively the case that these 8
speakers usurped the entire 24 minutes. It has been my observation that numerous speakers
opt to take less than the three minutes allotted them. In the spirit of greater public participation
and trust in local government I ask you to dispense with this arbitrary 15 minute time limit.
