This designation became adopted city policy, and staff agreed that to pursue a new park in the North Broad Street neighborhood would be an "easy task". Now the Parks and Rec and some city staff and the City Council are treating the designation and the money put aside as available for other pressing needs in the City. If a new Parks and Rec Master Plan is needed, that is a different issue, and must be addressed and met accordingly, but not by redirecting money that has been secured for an entirely different purpose. It is dishonest to treat the designated money as accessible, and to reconstruct the Parks and Rec General Plan to gain access to the North Broad Street Park fund. At the November 1, 2016 City Council meeting city staff was instructed to implement the plan, after a clear presentation by Shelly Stanwyck. It is in writing, recorded for posterity. To tamper with it would be to erode further the trust of the residents whose interests you represent. The public is invited to weigh in on San Luis Obispo's 2017-19 financial plan and budget. What impression will it make on the public at the June 1st meeting's discussion of the general fund to discover that the Council having definitely set aside money for one purpose, are now discussing diverting it for another purpose? Residents of the North Broad Street area are already communicating to you about the cavalier attitude in discussing a disregard of explicit budget allocation for a 40 year commitment for a Park in the North Broad Street neighborhood.
