(Item # 16) Amendments MEETING PROCEDURE Since the publication of the Council Agenda Report, staff has had the opportunity to discuss the proposed process framework with Don Maruska. Mr. Maruska has facilitated numerous financial plan community forums for the City and processes like the one outlined in the packet in many communities over the last three decades. Should Council move forward with the recommended actions, Mr. Maruska will assist the City in facilitating this effort and made several good suggestions. Many of his suggestions can be handled administratively and one requires action by the City Council. The key suggestion that requires City Council action is to adjust section 6 B) 9) of the Task Force guidelines to specify that Council recommendations will be ranked by those that receive the greatest amount of Task Force support. The following is the recommended edits to this section: 9) Quorum: A majority of the members of the Task Force constitute a quorum. Decisions are made by a majority of the members present and voting. No business may be transacted if fewer than a quorum is present. Formal votes by a committee are to have a motion and second, prior to allowing further discussion and a vote. Recommendations to the City Council shall be prioritized by those that receive the Zreatest amount of Task Force support. MEETING DATES One of the many logistical challenges for a community engagement process will be to settle on a recurring meeting date and time that works for all nine members and the community. The process map included as Attachment B in the Council agenda report shows two meetings per month. In order to help the City Council and applicants evaluate their availability to fully participate, Staff is recommending that regular meetings be held on the 1St and 3`d Thursdays of each month (Table 1) and that meetings begin at 5:30 pm. Special meetings may be called as needed. Table 1 September October November September 7, 2017 October 5, 2017 November 2, 2017 September 21, 2017 October 19, 2017 November 16, 2017 Staff recommends that the first meeting be a joint meeting between the City Council and Task Force to establish expectations and use it as a community forum to generate ideas for the Task Force to evaluate during the process. More details about the format and substance of the meeting will be shared in a staff report leading up to the joint meeting.
