Dear Mayor Harmon and City Council Members,
It remains of concern to me that $900,000 originally allocated for a neighborhood park in the North Broad
Street area is not intact in the proposed budget.
It is my understanding that approximately $160,000 is being reallocated for a Master Plan for the Parks and
Recreation Department.
This amount seems excessive given that in a variety of other cities of our physical size and population, the plan
is written by City staff with input from concerned citizens. It really seems to me that $160,000 is an exorbitant
amount of money to spend on the development of a plan.Even if the funds were not being extracted from the
funds originally designated for a long-awaited park, I would be questioning that sum.
I took the liberty of researching a few of the Parks and Recreation Master Plans of other cities of our size, with
roughly the same demographics. You will note that I am sharing with you via “Google Docs” a very rough draft
of a plan, or mock up, that I literally did in under 15 minutes. Since then, a past member of the Parks and
Recreation Committee has presented me with a hard copy of the last approved Master Plan for the Parks and
Recreation Department of the City of San Luis Obispo. A collaborative effort with City staff, concerned
community members, and Cal Poly students could produce a wonderful plan that could highlight what we as a
community currently have in place, and complete an assessment of needs for a fraction of the proposed cost.
If it my hope that you can reconsider the depletion of funds for a City park in the North Broad Street area.
Please realize that the $900,000 should remain for the purpose it was originally designated for by the previous
City Council.
