SUBJECT: Plastic Straw Regulations
This memo is in response to City Council discussion at the June 6th City Council Hearing regarding
potential plastic straw regulations. The discussion was initiated by a few agenda correspondence
letters received prior to the hearing as well as public comment on the night of the hearing. The subj ect
of the comments was for the City to require businesses to only provide plastic straws "upon request"
by a patron rather than automatically providing plastic straws with beverages; based on comments
that these plastic straws are ending up in the landfill rather than being recycled.
Council ultimately decided to discuss the topic at the upcoming June 20th hearing and potentially
include the item within the Major City Goal work program for Climate Action. After the hearing,
staff discussed three potential options for addressing the situation and wanted to provide those options
to Council for consideration.
1, +�"i� �"c�����ir I�wr����r�w�i���r��. The City Council could choose to endorse the efforts of
community members. This could, for example, come in the form of a letter of support.
The community members could then use the letter to encourage businesses to provide
straws only "upon request." The community members could publicize the effort by
creating a "straws provided upon request" sticker that businesses could place in their
windows and the City could endorse this effort by allowing use of the City seal.
2. ��������•�� �� ���`.���� ����cr� '"�r'����t� ����n������������ ���l�a��'i��� ���:� �,���. The City Council may
choose to direct the Council Liaison to encourage the IWMA to take the lead on enacting
an ordinance to require plastic straws upon request throughout the County. The IWMA
recently worked with Cory Jones of One with Nature to create a model Ordinance for
straws upon request.
3. C�°a��ude in Climate Action CV'���`��°�'i� �:����� "'v�'"��'1� ,�'�°�a ��°�t��. The City Council may choose
to include the effort in the Major City Goal Work Program. Plastic straw regulations could
be bundled with current efforts to regulate plastic bottles since both are waste reduction
efforts. If bundled, timeline for completion of both efforts would be approximately April
2018. Council should indicate if the plastic straw effort should be a high impact objective,
traditional objective, or another objective not specifically mentioned (such as the plastic
bottle regulation effort).
