Having followed this issue since 1996 when I was on the City Planning Commission, I believe that this project represents the best use of this land, by far. Besides providing needed housing, it also will preserve half of the land in agriculture, a policy which successive councils have affirmed since the Land Use Element update of 1994. My one concern, which I voiced to the Planning Commission, is that the development agreement does not set a maximum number of open space acres which could be mitigated by off site property. I oppose off site mitigation, given the fact that the soil is the most fertile and productive in the county. The developer has indicated to me that only three such acres or fewer could possibly be needed to accommodate the overpass infrastructure, however the previous council set a maximum limit of 10. In my opinion, an overpass, not a full clover leaf is the most economical way to achieve needed East-West circulation, both in terms of dollars and in terms of land use.
