Dear City Council members,
I'd like to summarize, what I will call the "inconvienent truths", regarding the failure of the San Luis Ranch project to meet
the City's General Plan Policies.
1. The project is inconsistent with Housing Element policies
"Goal 4: Mixed-Income Housing Preserve and accommodate existing and new mixed-income neighborhoods and seek to
prevent neighborhoods or housing types that are segregated by economic status.
Policies
4.1 Within newly developed neighborhoods, housing that is affordable to various economic strata should be intermixed
rather than segregated into separate enclaves. The mix should be comparable to the relative percentages of extremely
low, very-low, low, moderate and above-moderate income households in the City’s quantified objectives."
2. The Project is inconsistent with Land Use Element Policies
Land Use Element Policy
“2.3.10. Site Constraints The City shall require new residential
developments to respect site constraints such as property size and shape, ground
slope, access, creeks and wetlands, wildlife habitats, wildlife corridors, native
vegetation, and significant trees.”
3. The Project is inconsistent with the Parks and Recreation Element policies.
Policy 3.13.1. The Parks System. The City shall develop and maintain a park system at a rate of 10 acres of parkland per
1,000 residents. Five acres shall be dedicated as a neighborhood park. The remaining five acres required under the 10
acres per 1,000 residents in the residential annexation policy may be located anywhere within the City’s park system as
deemed appropriate.
