Dear Council Members,
So it's about 9:30 PM on the 4th of July and I'm writing an email to you about the San Luis Ranch project. And I'm
guessing you're probably reading it. I was driving back from a friend's house in Nipomo and passing through Pismo
Beach and started reminiscing about going to the fireworks shows with my mom and dad when I was 5 or 6. Unfortunately
I was a little late driving through and missed the show. Back then there was no such thing as safe and sane fireworks,
and hey I still have all my fingers.
Then I begin to wonder to myself why would the City schedule a meeting on the San Luis Ranch project the day after the
4th of July. Not only schedule the review for the day after the 4th of July but put the item last on the agenda. Why would
anybody do that? Is it really that critical that this item be heard tomorrow night. There isn't any regulatory time line that has
to be met. I just don't get it. Does it really matter if this project gets approved tomorrow or a month from now?
How is that staff has taken the major City goal of "Implement the Housing Element, facilitating workforce, affordable,
supportive and transitional housing options, including support for needed infrastructure within the City’s fair share." and
come to some decision that this project need to be approved as quickly as possible. The timeline has been as short as
practically possible.
The Planning Commission held back to back meetings, and if it weren't for a public noticing issue they wouldn't have been
required to even accept public comment after the first meeting. You've got to realize how that looks. Whether or
not allowing more time for review by the Planning Commission would have resulted in a more thorough review is anyone's
guess but there sure wasn't enough time if they had really went into the detail that they should have and didn't.
The desire by the City to approve this project as quickly as possible doesn't meet my values for public participation, a
thorough analysis of the Environmental Review document, a comprehensive discussion about City General Plan policies
that should guide the project design, and carefully considering if the project before you meets the community's goals and
desires that are embodied in the City's General Plan.
I'm not even too sure if the way this project is being moved through the approval process meets the City's own Vision
Statement. I don't the City is meeting the basic goal in the Mission Statement of Community involvement – the opportunity
to participate in attaining the goals of the City.
As the citizens representatives you've got realize how this looks to the public. You must know that a lot of folks believe
that this project is a "done deal" and that it doesn't matter what concerns are being raised the project it is going to be
approved as currently designed. I hope that this is not the case and you will take all the time necessary to honestly review
the project and make the changes that are necessary so the project is meets the policies of the Housing Element, Land
Use Element, and Circulation Element. Doing so will make the project better, not only for the community, but the
residents of this new neighborhood. And remember this project is going to last generations and you won't get a do-over.
