I am requesting that you DENY the proposed modifications to the project and REQUIRE the applicant to paint the building the
approved colors and apply the required bulkhead.
Staff has made the error of seeking a middle path which would be unfair to the public and the use of the Design Guidelines. The
proposed dark gray is NOT "reasonably compatible with surrounding colors." This quoted statement is the only supporting
argument made by staff to diverge from the previously approved colors. It is not the duty of staff or the ARC to sympathize
with an applicant who blatantly ignores the approved conditions of a project. In this case, the approved color scheme is the
only saving grace of a seriously out -of -context project which was approved over important objections concerning the
misinterpretation and misuse of the Design Guidelines, such as the approval of unrelieved wall planes and blockage of views of
Cerro San Luis.
As you may know, the Munsell Color Book ranks colors by gradations of lightness. The proposed color is at the dark end of the
scale; the approved colors are at the mid or lower end of the scale for their hues. Nearby colors are also in this range, except
for such accents as the dark browns across the street. The proposed color is found nowhere nearby. The dark gray is not
compatible with other colors which are earth tones or off-whites, in an incompatible part of the color wheel.
Also, it already has blotches and streaks from exposure to sun and weather; this color will not weather well.
For these reasons, I again request that you deny the application to modify the approved colors and require them to be painted
as soon as feasible. And, you might ask the staff how they could have argued themselves into supporting the continued use of
this ghastly color. As you know, the firm Stalworks loves black and anything close to it, such as it's office/warehouse on Parker
Street, and on any of their projects. Downtown is not the place to start using pop modern color schemes that will be over in 10
years.
