HomeMy WebLinkAboutAB1575_LtrToLara_20160720July 20, 2016 Honorable Ricardo Lara Chair, Senate Appropriations Committee State Capitol, Room 2206 Sacramento, CA 95814 RE: AB 1575 (Bonta, Cooley, Jones -Sawyer, Lackey and Wood) — Medical Marijuana Notice of Support Dear Senator Lara: The City of San Luis Obispo supports AB 1575, which is an important clean-up vehicle to the Medical Marijuana Regulation and Safety Act (MMRSA) enacted last October. It will substantially facilitate and improve the implementation of the MMRSA, and strengthen its original intent and policy objectives. It will make a number of refinements to the licenses to be issued pursuant to the MMRSA, including clarifying the roles and responsibilities of the distributors; it specifically incorporates research and development operations into the regulatory framework; and it enhances protections to public health by requiring uniform packaging safety standards. This measure will enhance public safety by requiring standards for delivery drivers, and by remaining faithful to the rigorous product track -and -trace requirements as originally enacted by the MMRSA. It will improve implementation at the local government level by clarifying that within the MMRSA's dual licensing system, the local permit or authorization must be obtained first before applying for a state license. It also clarifies that local ordinances are exempt from review by the California Secretary of Food and Agriculture under the California Seed Law. For these reasons, the City of San Luis Obispo supports AB 1575.
