HomeMy WebLinkAboutAB1362_LtrToAchadjian20150317Office of the City Council 990 Palm Street San Luis Obispo CA 93401-3249 805 781 7114 sluatyurg March 17, 2015 The Honorable Katcho Achadjian Member, California State Assembly State Capitol, Room 4098 Sacramento, CA 94249 Via FAX: (916) 319-2135 RE: AB 1362 (Gordon, Wolk) Government Code Amendment to Define Stormwater" (Introduced February 201 S) Notice of SUPPORT Dear Assembly Member Achadjian: The City of San Luis Obispo supports AB 1362 introduced in February by Assembly Member Richard Gordon, which would amend the Government Code to add a definition for Stormwater" and start the discussion of how to more easily fund the maintenance and replacement of our outdated infrastructure. AB 1362 is the first step in allowing the California public the opportunity to decide if Stormwater" infrastructure and services should be funded similar to the way Wastewater Districts and Water Districts are funded. Currently, water and wastewater districts can raise revenue through a noticed public hearing, resulting in their vital systems working well today and into the future. AB 1362, along with a companion Constitutional Amendment which would be introduced later, would enable voters to decide if "Stormwater" should be funded similar to drinking water and wastewater. Cities and counties are all under new regulations to implement projects and best management practices to comply with State and Federal laws regarding clean water. Additionally the large infrastructure investments made throughout the country after World War II are worn out and agencies lack a steady funding stream to repair and update these facilities. The result of failed "Stormwater" infrastructure is flooding and the resulting damage to public and private property and the costs associated with cleanup. The result of failure to comply with clean water regulations is continued environmental damage and fines. For these reasons, the City of San Luis Obispo supports AB 1362.
