I want to urge you to look through the materials thoroughly as the City Staff has done a great job outlining their findings and carefully consider the information in the report. I have spent quite a bit of time talking with neighbors, city staff, BAC members, and Bike SLO county. As a resident of this neighborhood I would like to point out a few of the reasons I am in favor of Alternative 2 concept, with some modifications. Staff pointed out that these alternatives are conceptual and there are lots of ways to make modifications to better address community concerns. After my conversations with neighbors here is a summary of the concerns and goals: 1. Traffic flow - o Don't increase Chorro traffic flows. o Don't increase volumes on "my" street (no one wants increased traffic volumes on their own street, understandably) o Everyone seems to be in favor of getting thru traffic out of the neighborhood (onto Santa Rosa.) o Chorro traffic volumes are unexpectedly high as is. o Keep a balanced traffic approach in the corridor. 2. Vehicle Speed - o It was brought up that one way couplets have a tendency to increase speed and increase accidents. o Everyone is on board with reducing speeds throughout the neighborhood o Lincoln street have some of the worst offenders for speeding down the street to bypass stop signs (someone mentioned max recorded speed of 60MPH on Lincoln and in the 50s for Broad, but I am not sure where this data came from.) o Most liked Alternative 3 because it addresses the issue of excess speed in the neighborhood, but many agree that it needs to go a further and add other measures to reduce speed better than the speed humps. It should also incorporate diverters or speed reduction measures on the Lincoln Street to avoid additional cars bypassing Chorro and Broad. 3. Bicycle Access o The bike commuters in the group felt that the neighborhood was fairly safe to ride in. o When I asked how many would let their kid(s) ride down the Broad or Chorro alone, all agreed none would. o All also agreed that alternative 3 would not change their attitude toward letting kids ride on the street. o It was also pointed out that the hill on Chorro street between West and Meinecke is too steep for young riders, and therefore Alt 2 does not give a safe alternative for those riders heading north. o Most understood the need to replace cars trips with alternate modes and help encourage new riders with safe routes. 4. Cost/Phasing o Most people liked the idea that they can try a temporary approach and see how thing go. o Most people don't like the "all in" aspect of alt 2. Although I think alternative 2 is not the ideal solution as it is currently proposed, I feel it is a creative solution that balances traffic flows and provides a safe protected corridor for people on bicycles. The protected bike lanes will inspire confidence and encourage families and future generators to choose to bike or walk instead of jumping in a car. One of the strongest reasons I am in support of Alternative 2 is the likelihood of attracting new riders. It is one of the only solutions that actually increases the level of bike access to a point that may actually meet the goals of replacing car trips with bike trips. I have attached a modification to the one way couplet plan that I think would help address some of the concerns. I would urge the council to make similar recommendations to the staff: 1 1. Add a two way cycle track on Broad street between Mission and Ramona. o One concern with the current plan is northbound bikers to go over the hill on Chorro street, which is too steep for young and not so strong of riders. o The solution is to create a way for cyclist to jog over on Mission and north on Broad. This is a much mellower slope and a typical path commuters use. o This can be achieved by keeping the west side of Broad street along this section as a no parking zone. There is currently very little parking on this utilized on this side of the street because there are few houses, an existing fire lane, and very few side walk sections. 2. Additional traffic calming measures on both Chorro, Broad, and side streets. o Speed humps are not very effective in keeping speeds below speed limits, so additional measures like speed circles, and keeping the corridor narrow will help keep speed low. o City staff says they are aware that a poorly designed one way street can lead to increased speeds and think they have solutions to keep speeds low. o Any street, including the perpendicular street that will have increase traffic volumes should be a focus on speed reduction since this will a big impact to those living on those streets. 3. Phases approach. o My plan indicates a phased approach, but after talking with staff this may not be feasible without shifting too much traffic onto Chorro while it is in a temporary state. When considering this project just remember the City's sustainability and modal goals, and achieving 20% bike trips. We cannot get there with the status quo and need to make a change. This will be a hard decision and will be met with resistance. We cannot make this change without shifting behavior. Morro street bike blvd had resistance initially, and is now consider a success. There will be an outcry, but remember there are many folks in community that still support you and have asked for you to make these modal goals a priority. City staff has other ways to approach any of these concepts and should also be considered. By removing some parking you could actually acheive a better cycling infrastructure without impacting vehicle traffic as much. Parking is a hot issues, but it sounds like peak parking demand is still as low as 50% along these corridors. It wont be a very popular approach, but it could be "lesser evil" in some regards. With whatever decision you come to, I would ask you to make sure bicycle infrastructure and accessibility be part of this project. My main concern is to do nothing.
