(I have included his letter below:) We have a great opportunity to be a better example of how to make a more livable city, even as we increase the density and population of this wonderful city of San Luis Obispo. California’s reliance on the automobile for traveling 1 mile or less is famous and has been lampooned world wide. There are alternatives to the one ton on four wheels for many trips by our citizens. I urge Mayor Harmon and SLO City Council Members to work with the SLO County Supervisors and their Public Works Dept. to seek a way to create a continuous Class II bike lane on Buckley Road that includes the unincorporated area. Complete streets & roads for all users. thank you for your public service, J. J. Olejczak, M.I.T.S. SLO City; Business & Property Owner ____________________________________ ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Dear Mayor Harmon and Council Members: I wish to direct your attention to the Ranch Development Project proposed on 150 acres at 175 Venture Drive in San Luis Obispo. Traffic will increase significantly as Avila Ranch is phased in and Buckley Road is extended to Higuera Street, providing another connection for Highway 101 commuters to Highway 227. The developer has agreed to add Class II bike lanes from Buckley Road’s extension to Higuera Street to the eastern boundary of the project site, which leaves a gap to Thread Lane in the unincorporated area. While it is contended that completing this gap is outside the scope of the developer’s responsibility, it is the development of homes and roadway in the area and the providing of Class II bike lane that invites bike riders and motorists to utilize this connector. This incomplete development exposes bicyclists to the increased risk of death or injury. Please note that The 2015-16 County Bikeways Plan and 2013 City Bicycle Transportation Plan, both show continuous Class II bikes on Buckley Road between Highway 227 and Vachell Lane, including the one-mile segment in question. This route is a major connector in the bicycle transportation network. This gap will pose a significant safety risk to people who ride bikes on Buckley Road between Higuera Street and Highway 227. This gap in the bicycle 1 transportation network would effectively discourage many people on bikes from riding to job sites, recreation sites, school, etc. NOW IS THE TIME TO MAKE THIS IMPROVEMENT TO A MAJOR ROADWAY THAT BORDERS CITY AND COUNTY PROPERTIES Please fulfill your responsibilities to implement the many policies and goals that support multi-modal transportation, including: -The Land Use and Circulation Elements. -The Bicycle Transportation Plan. -The Climate Action Plan. -The Gold Level Bicycle Friendly Designation by the League of American Bicyclists. -Vision Zero. The approval of Avila Ranch must include an agreement with San Luis Obispo County for a timely fix of the approximate one-mile gap in the Class II bike lanes under the current proposal. Sincerely, Ed Goshorn District 5 Rep, County BAC Virus-free. www.avast.com From: edward goshorn <egoshorn@sbcglobal.net> To: "emailcouncil@slocity.org" <emailcouncil@slocity.org> Cc: "slowroads@yahoo.com" <slowroads@yahoo.com>; "leabrooks332@gmail.com" <leabrooks332@gmail.com> Sent: Thursday, September 14, 2017 10:18 AM Subject: Re: Avila Ranch and continuous Class II bike lanes on Buckley Road Dear Mayor Harmon and Council Members: I wish to direct your attention to the Ranch Development Project proposed on 150 acres at 175 Venture Drive in San Luis Obispo.
